PLANT GENERAL OPERATIONS SUPERVISOR (3615)
CLASS PURPOSE:
Under general direction, performs work of considerable difficulty in the
planning, organizing, and directing of the Operations section of
the Department of Water Pollution Control to ensure
compliance with the requirements of the California Regional Water Quality Control Board. Performs related work as
required.
TYPICAL DUTIES AND RESULTS (The position may not include all the
duties listed, nor do the examples cover all
the duties which may be performed.)
- Supervises and manages the biological, hydraulic, and mechanical operation of
the Water Pollution Control Plant involved
in the operating areas to maintain compliance with the Department's discharge
permits.
- Programs, plans and schedules the work activity of the section.
- Ensures the optimum coordination of the operations section with all other
sections of the treatment plant.
- Ensures the effective inspection and use of all operations equipment and
facilities.
- Prepares and modifies, as necessary, the preventive maintenance programs.
- Responds to equipment failures and all other emergencies day or night.
- Prepares, summarizes and interprets operating data for conformance with
specified optimum limits of sewage treatment.
- Consults with the Principal Sanitary Engineer and operations staff to develop
strategies to improve operations and to
prevent malfunctions or breakdowns.
- Participates in the selection and evaluation of plant operator staff and
ensures their orientation and training.
- Reassigns operations staff as required.
- Initiates disciplinary action when required.
- Establishes accident prevention and safety programs for operations section.
- Directs the maintenance of operations records, and prepares plant operations
reports.
- Plans and coordinates work activity to accommodate facility construction and
maintenance.
Typical End Results Include: Effluent consistently meets State and Federal
standards; efficient and effective maintenance
programs to minimize process and equipment breakdowns; efficient schedule and
utility of staff to minimize operation
costs; a safety program that prevents or minimizes accidents; emergency
procedures that protect equipment and
structures from damage.
DISTINGUISHING CHARACTERISTICS
The incumbent of this class is responsible for the effective use of the staff
assigned to the Operations section at the Department
of Water Pollution Control. An incumbent in this class supervises Plant Shift
Supervisors, and is supervised by the
Principal Sanitary Engineer.
QUALIFICATIONS:
Minimum Knowledges, Skills and Abilities:
- Knowledge of water chemistry and biological treatment mechanics.
- Knowledge of the operation of mechanical, electrical, pneumatic and other
equipment found in a large water pollution
control plant.
- Knowledge of the methods, tools, and equipment used in physical,
biological
and chemical treatment of sewage.
- Knowledge of safety practices and procedures used in a wastewater treatment
plant.
- Knowledge of the principles and practices of supervision.
- Knowledge of computer functions in process control.
- Knowledge of the biological, hydraulic and mechanical operation of a waste
water treatment facility.
- Ability to plan, assign and supervise the work of subordinate employees,
directly or through subordinate supervision.
- Ability to prepare reports using proper grammar and punctuation.
- Ability to maintain effective working relations with the public and other
employees.
- Ability to plan and direct an advanced program of operations and preventive
maintenance for mechanical, electrical,
pneumatic, electronic and other water pollution control equipment.
Competency Knowledges, Skills and Abilities:
- Knowledge of current developments in wastewater treatment.
- Ability to supervise and manage the biological, hydraulic, and mechanical
operation of the Water Pollution Control
Plant.
- Ability to review, interpret and evaluate computer generated data.
- Ability to supervise, train and evaluate a large operating team.
Training and Experience
Any combination of training and experience equivalent to completion of high
school and six (6) years of increasingly
responsible experience in the operation of a waste water treatment plant or
equivalent. Two (2) years of this
experience must be at a level equivalent to Plant Shift Supervisor with the
City of San Jose.
Experience as a Senior Plant Operator or equivalent may be substituted on the
basis of two years experience as a Senior
Plant Operator for each year of experience as a Plant Shift Supervisor.
Licenses/Certificates
Possession of a valid California State Water Resources Control Board (SWRCB)
V Operator Certificate.
Possession of a valid California driver's license.
