ASSOCIATE CONSTRUCTION INSPECTOR (3771)

CLASS PURPOSE
   Under general supervision, performs work of moderate difficulty in the contract administration, materials testing, and technical inspection of the construction and maintenance of roads, airports, bridges, sewers, drains, and related public works. Performs related work as required.

TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)

• Inspects methods and materials used in the construction of streets, alleys, sidewalks, curbs, gutters, storm drains, catch basins, driveways, approaches, culverts, sewers, and landscaping for compliance with plans; reviews and interprets construction plans and specifications.
• Performs complex tests in materials laboratory or at concrete or hot mix plants; acts as inspector at concrete or hot mix plants.
• Inspects actual field construction from rough grading to finished paving of streets, including installation of storm and sanitary sewer systems, concrete structures, utility installations, street lights, and signal systems.
• Schedules final inspections and recommends acceptance of projects.
• Performs field compaction tests on native soils, base rock, treated bases, and asphalt pavements using nuclear gauges.
• Processes, coordinates, and expedites all excavation permit applications.
• May provide lead direction to entry level Engineering Technicians and other assigned personnel.
• Determines the acceptability of materials, especially when there is a question of inferior quality, including researching and reviewing records, logs, and data of various kinds and running statistical analysis procedures such as the moving average, standard deviation, and coefficient of variation.
• Ensures conformance to OSHA safety regulations, including shoring of trenches, proper use of equipment and machines, and adequate public traffic control.

DISTINGUISHING CHARACTERISTICS
   This class is the journey level of the Construction Inspection series. Incumbents of this class perform contract administration, materials testing, and construction inspection work on public or private contracts under the general supervision of a Senior Construction Inspector or a Principal Construction Inspector. This class differs from the next higher class of Senior Construction Inspector in that incumbents of the latter class may supervise an inspection unit and perform contract administration, materials testing, and construction inspection.

QUALIFICATIONS
    Minimum Knowledge, Skills, and Abilities

• Knowledge of mathematics, including algebra, geometry, and trigonometry.
• Knowledge of the principles, techniques, and terminology of drafting.
• Knowledge of basic engineering practices.
• Knowledge of the principles, practices, techniques, and terminology of civil engineering.
• Knowledge of the principles, techniques, and terminology related to public works inspection.
• Knowledge of the principles, techniques, and terminology used in construction layout surveying.
• Knowledge of the principles, techniques, and terminology related to the testing of construction materials.
• Knowledge of computer applications relative to work/office functions.
• Knowledge of the principles and functions of supervision.
• Ability to make engineering computations.
• Ability to prepare work and observation reports.
• Ability to understand and follow oral and written communication.
• Ability to read and interpret plans and specifications.
• Ability to maintain effective public relations.

• Knowledge of basic statistics.
• Knowledge of City bidding procedures.
• Knowledge of City material and construction standards.
• Knowledge and ability to use computer applications in performing work/office functions.
• Ability to analyze and interpret data.
• Ability to determine quality, materials, and workmanship through inspection to determine compliance with specifications and to prepare acceptance documents.
• Ability to perform materials tests.
• Ability to perform sub-professional engineering studies of moderate difficulty for engineering projects that involve considerable independent collection and analysis of data.
• Ability to supervise and train subordinates.

Education
   Completion of high school.

Experience
  Four (4) years of increasingly responsible sub-professional engineering work, including two (2) years at a level equivalent to an Engineering Technician II in the City of San Jose.

Allowable Substitutions
   Completion of an Associate Degree in Engineering Technology or closely related field from an accredited junior college or two (2) years of college engineering courses (60 semester/90 quarter units) may be substituted for two (2) years of the required experience.
