CLASS SUMMARY:
   Under general direction, performs a variety of professional and supervisory assignments of considerable difficulty, coordinating and directing the activities of a group of engineering and/or technical personnel in reviewing complex professional plans and calculations to ensure compliance with uniform codes, engineering principles, Federal, State and local ordinances and regulations. Performs related work as required.

DISTINGUISHING CHARACTERISTICS: (Level in the series and how distinguished from the other levels; other unique characteristics of the job such as a requirement to work weekends)
   This is the fourth level professional class in a five class series. An incumbent in this class reports to a Division Manager and supervises the lower level professional and sub-professional engineering classes. The incumbent in this class functions as a manager of a section of a division and assumes broad responsibility in the fields of planning, implementing and monitoring programs and projects.

QUALIFICATIONS
(These qualifications are typically required. An equivalent combination of education, experience, knowledge, skills, and abilities sufficient to satisfactorily perform the duties of the job may be substituted.)

Education and Experience:
   Any combination of training and experience equivalent to graduation from an accredited College or University with a Bachelor’s degree in the required professional discipline and five (5) years of progressively responsible professional experience.

TYPICAL CLASS ESSENTIAL DUTIES: (These duties and estimated frequency are a representative sample; position assignments may vary depending on the business needs of the department.) Duties may include, but are not limited to, the following:
1. Plans, assigns, directs, supervises and evaluates professional, technical and other engineering and non-engineering staff.
2. Reviews and approves plans, calculations and specifications for complex projects.
3. Coordinates with other City departments, engineers, consultants and maintenance personnel.
4. Meets with professional and business groups.
5. Directs the preparation and monitoring of the budget for his work group.
6. Develops and directs technical training programs for his work group.
7. Confers with elected and appointed officials, citizen groups and the general public.
8. Understands, promotes and supports the City Service Area’s Business Plans and the core services of the Department.
9. Conducts or directs studies and research to solve engineering problems.
10. Designs modifications to existing systems to improve results and/or operating costs.
11. Provides technical direction, inspection and final acceptance for new construction and maintenance.
12. Prepares technical reports and correspondence as required.
13 Revises operations and maintenance manuals as required.
