CLASS SUMMARY:
Under general direction, performs a variety of professional and supervisory
assignments of considerable difficulty, coordinating and directing the
activities of a group of engineering and/or technical personnel in reviewing
complex professional plans and calculations to ensure compliance with uniform
codes, engineering principles, Federal, State and local ordinances and
regulations. Performs related work as required.
DISTINGUISHING CHARACTERISTICS: (Level in the series and how distinguished from
the other levels; other unique characteristics of the job such as a requirement
to work weekends)
This is the fourth level professional class in a five class series. An incumbent
in this class reports to a Division Manager and supervises the lower level
professional and sub-professional engineering classes. The incumbent in this
class functions as a manager of a section of a division and assumes broad
responsibility in the fields of planning, implementing and monitoring programs
and projects.
QUALIFICATIONS
(These qualifications are typically required. An equivalent combination of
education, experience, knowledge, skills, and abilities sufficient to
satisfactorily perform the duties of the job may be substituted.)
Education and Experience:
Any combination of training and experience equivalent to graduation from an
accredited College or University with a Bachelor’s degree in the required
professional discipline and five (5) years of progressively responsible
professional experience.
Licensing Requirements
- Possession of a Certificate of Registration in the required discipline.
- Possession of a valid California’s driver’s license may be required.
Minimum Knowledge, Skills and Abilities (position requirements at entry and
depending on area of assignment):
- Knowledge of the principles and practices of the required professional
discipline.
- Knowledge of Federal, State and local regulations pertaining to the products
of the required discipline.
- Knowledge of the principles and practices of management, supervision and
training.
- Knowledge of specifications writing and estimating.
- Ability to deal effectively and tactfully with other professionals, elected
officials, contractors, consultants and the general public.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to plan, assign and direct the preparation of complex plans, reports
and recommendations.
- Ability to develop effective policies and procedures.
- Knowledge of and ability to prepare and monitor budgets.
- Knowledge of research methods.
- Knowledge of computer programs and hardware required for the effective
production and management of the engineering and management products.
- Ability to review and critique submitted plans and designs.
Desirable Qualifications
A Master’s degree is highly desirable.
POSITION SPECIFIC REQUIREMENTS
Civil Engineer:
- General knowledge of community outreach procedures and practices, including
knowledge of public participation for environmental clearances and the ability
to coordinate these activities.
- Knowledge of hydraulic, mechanical, electrical, structural, geological and
sanitary engineering as they relate to public works projects.
- Knowledge of common descriptions of real property and knowledge of valuation
methods, procedures and terminology.
Electrical Engineer:
- Knowledge of modern electrical equipment and apparatus.
- Knowledge of electrical design.
Fire Protection Engineer:
- Knowledge of fire protection engineering principles and practices.
- Knowledge of modern building construction methods, procedures and practices.
- Knowledge of and ability to interpret the Uniform Building Code, Uniform Fire
Code and NFPA codes.
- Ability to perform inspections for compliance with governmental ordinances and
regulations.
- Knowledge of the strength and properties of common and new uses of building
construction materials.
- Ability to examine and correct building plans, calculations and specifications
in a rapid, uniform and accurate manner.
As a condition of employment, incumbents may be required to use their personal
vehicles in performing the job duties.
Possession of a valid ICBO certification as a Plans Examiner is highly
desirable.
Possession of a valid IFCI certification as an Uniform Fire Code Inspector is
highly desirable.
Mechanical Engineer:
- Knowledge of the current principles and practices of mechanical engineering as
they relate to the design and construction of buildings and facilities,
including heating, ventilation, refrigeration, plumbing and pumping systems.
- Knowledge of electrical design and construction of buildings and facilities to
include electrical service and distribution, lighting controls and communication
systems.
- Ability to coordinate service requirements with utility companies.
- Ability to integrate mechanical, electrical, structural, and architectural
design into an overall energy management plan.
Plan Check Engineer:
- Knowledge of the strength and properties of common and new uses of building
construction materials.
- Knowledge of modern building construction methods, procedures and
practices.
- Knowledge of the Uniform Building Code, energy and accessibility regulations.
- Ability to examine and correct building plans, calculations and specifications
in a rapid, uniform and accurate manner.
- Ability to analyze and recommend approval of alternate methods and materials
of construction.
- Ability to perform inspections for compliance with the Dangerous Building
Ordinance and other governmental ordinances and regulations.
- Ability to interpret Building Codes and laws.
Possession of a valid ICBO Certification as a Plans Examiner
As a condition of employment, incumbents may be required to use their personal
vehicles in performing the job duties.
Sanitary Engineer:
- Knowledge of the fundamentals of physical, biological, and chemical wastewater
treatment processes.
- Knowledge of current technological developments in sanitary engineering and
industrial waste inspection.
- Knowledge of wastewater treatment plant unit operations and unit processes.
- Knowledge of state and local rules and standards governing the San Jose/Santa
Clara Water Pollution Control Plant.
- Knowledge of practical and theoretical consideration in the operation of
primary sedimentation, activated sludge, gravity filtration, dissolved air
flotation sludge thickening and anaerobic digestion of raw and biological sludges.
- Knowledge of the practices, policies and emergency procedures of the Water
Pollution Control Plant.
Structural Engineer:
- Knowledge of engineering laws, formulae, practices, materials and methods used
in the erection of load-supporting members of structures.
- Knowledge of energy conservation and solar design as applied to building
design and construction.
- Knowledge of utility distribution and systems within public right of ways,
buildings and other construction projects.
- Knowledge of descriptions of real property and valuation methods, procedures
and terminology.
- Knowledge of principles and practices of architecture, landscape architecture,
interior design and site development.
- Knowledge of state and local subdivision and zoning regulations.
Traffic Engineer:
- Knowledge of advanced traffic management and traveler information systems.
- Knowledge of Federal and State laws and regulations and regional policies and
procedures regarding transportation programs, funds, and grants.
