CLASS SUMMARY:
Under immediate supervision, performs entry-level professional engineering work
of moderate difficulty in municipal public works construction or maintenance
projects. Performs related work as required.
DISTINGUISHING CHARACTERISTICS: (Level in the series and how distinguished from
the other levels; other unique characteristics of the job such as a requirement
to work weekends)
This is the entry-level class in a five-class Engineering series. It is flexibly
staffed with the next higher class of Engineer II. Incumbents of this class are
under the immediate supervision of an Associate Engineer, Senior Engineer, or
Division Manager, and will initially spend much of the time in a training
capacity, progressing to technical computation and design of relatively routine
projects such as the layout of the elevations, curb, gutter and sidewalk in
street construction. Assignments are normally received from higher-level
engineers who lay out the work and give instruction on work details. Incumbents
in this class are not responsible for independent decisions regarding design
principles.
This class differs from the next higher class of Engineer II in that incumbents
of the latter class perform a variety of professional level engineering work of
moderate difficulty under general supervision.
QUALIFICATIONS
(These qualifications are typically required. An equivalent combination of
education, experience, knowledge, skills, and abilities sufficient to
satisfactorily perform the duties of the job may be substituted.)
Education and Experience:
Baccalaureate Degree in Engineering from an accredited college or university.
Professional degree will be specified in the position announcement.
Applicants who are enrolled in their final semester or quarter leading to
graduation may be tested prior to receiving their Baccalaureate Degree in
Engineering, but will not be employed until they have graduated.
Experience:
No minimum requirement.
Acceptable Substitutions:
Certificate of successful completion of the Engineer-In-Training examination
issued by the California State Board of Registration for Civil and Professional
Engineers and Land Surveyors may be substituted for the required education.
Licensing Requirements (such as driver’s license, certifications, etc.)
Possession of a valid driver’s license is the State of California may be
required.

DUTY |
TYPICAL CLASS ESSENTIAL DUTIES: (These duties and estimated frequency are a representative sample; position assignments may vary depending on the business needs of the department.) Duties may include, but are not limited to, the following: |
| 1. | Participates in planning the work and supervising sub-professional workers in making field investigations and surveys for routine project developments. |
| 2. | Computes and analyzes field data for construction crews. |
| 3. | Prepares designs, plans, and estimates, and performs preliminary work on specifications. |
| 4. | Prepares research reports. |
| 5. | May supervise routine construction inspection and sub-professional engineering workers in routine matters. |
| 6. | Coordinates project management, i.e., oversees, controls, and guides construction of project. |
| 7. | Assembles plans and specifications, prepares bidding documents, solicits bids, awards contracts, administers the contract, interprets plans and specifications, resolves field problems, gives final inspections, and follows through with acceptance of project. |
| 8. | Prepares contract specifications and develops cost estimates of projects |
| 9. | Participates in project cost tracking and budgeting. |
| 10. | Performs engineering drafting to provide technicians with structural details. |
| 11. | Administers consultant agreements and issues and reviews legal documents (i.e., construction agreements, bonds, insurance, fees). |
| 12. | Collaborates with private engineers on matters that affect design and construction of systems. |
| 13. | Performs other duties of a similar nature or level. |

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
