CLASS SUMMARY:
   Under general supervision, performs a variety of professional engineering work of moderate difficulty.

DISTINGUISHING CHARACTERISTICS: (Level in the series and how distinguished from the other levels; other unique characteristics of the job such as a requirement to work weekends)
   This is the second level class in a five class series. Incumbents perform a variety of professional engineering work of moderate difficulty in the investigation, development, construction, inspection and maintenance of private facilities, municipal facilities and infrastructure under the general supervision of an Associate or Senior Engineer. This class differs from the lower class of Engineer I in that incumbents in the latter class perform entry level professional engineering under immediate supervision. This class differs from the next higher class of Associate Engineer in that incumbents in the latter class are responsible for complete engineering projects and perform work of considerable difficulty under direction.

QUALIFICATIONS
   (These qualifications are typically required. An equivalent combination of education, experience, knowledge, skills, and abilities sufficient to satisfactorily perform the duties of the job may be substituted.)

Education and Experience:
   Any combination of training and experience equivalent to graduation from an accredited College or University with a Bachelor’s degree in the required professional designation and one (1) year of increasingly responsible professional engineering experience at a level equivalent to Engineer I with the City of San Jose.

TYPICAL CLASS ESSENTIAL DUTIES: (These duties and estimated frequency are a representative sample; position assignments may vary depending on the business needs of the department.) Duties may include, but are not limited to, the following:
1.  Plans work and supervises sub-professional workers in field investigation and surveys in the course of routine project development.
2. Reviews, analyzes and computes field data.
3. Prepares designs, plans, estimates and specifications for routine projects concerned with the construction or maintenance of municipal facilities and infrastructure.
4. Reviews plans and specifications for conformance to established standards, regulations and Federal, State and local codes and inspects or directs the inspection of facilities under construction or repair.
5. Performs calculations related to the specified professional discipline.
6. Consults with public and private engineers, contractors and owners regarding construction and maintenance of private facilities, municipal facilities and infrastructure.
7. Prepares technical reports requiring research.
8. Coordinates project management by overseeing, controlling and guiding construction of a project.
9. Assembles plans and specifications, prepares bidding documents, solicits bids, awards contracts, administers the contract, interprets plans and specifications, resolves field problems, gives final inspection and follows through with acceptance of the project.
10. Administers consultant agreements.
11. Issues and reviews legal documents such as construction agreements, bonds, insurance and fees.
12. Collaborates and discusses with private engineers on matters that affect the design and construction of systems.
13. Communicates with company officials, architects, and engineers regarding plan review results and works with them to resolve design deficiencies.
14. Performs other duties of a similar nature or level.
