CLASS SUMMARY:
Incumbents are responsible for directing and supervising an engineering work
unit within a division of a City department.
DISTINGUISHING CHARACTERISTICS:
incumbents of the latter perform professional engineering work of moderate
difficulty under general supervision, and are usually responsible for completing
only a segment of an engineering program or project. Incumbents of this class
may be supervised or provided lead direction and training by a Senior Engineer.
QUALIFICATIONS
Education and Experien:
Bachelor's degree in the required profession or possession of the
Engineer-in-Training (EIT) certificate, and three (3) years of increasingly
responsible professional engineering experience, including at least one (1) year
of experience as an Engineer II sufficient to successfully perform the essential
duties of the job such as those listed above.
Exception: Associate Engineers working in the Building Division as Plan Check
Engineers must have four (4) years of progressively responsible experience in
professional civil engineering work with at least two (2) years of experience in
design and construction of buildings. Two (2) years of the four (4) years total
experience must be after registration. EIT certificate is not acceptable as
replacement for the required Bachelor’s degree.
Licensing Requirements:
- Certificate of Registration in the relevant professional discipline may be
required.
- Possession of a valid driver's license in the State of California may be
required.
- Other licenses or certifications may be required for particular positions.
Minimum Knowledge, Skills and Abilities (position requirements at entry and
depending on area of assignment):
- Knowledge of principles and practices of the required professional engineering
discipline.
- Knowledge of methods and materials used in construction and maintenance work.
- Knowledge of hydraulic, mechanical, structural, landscaping, transportation
and sanitary engineering principles and practices as they relate to the required
professional discipline.
- Knowledge of Federal, State and local regulations pertaining to the products
of the required discipline.
- Knowledge of strengths, properties and uses of materials of engineering
construction
- Knowledge of common descriptions of real property.
- Knowledge of legal (i.e., contractual) terminology and ability to analyze and
review legal documents.
- Knowledge of computers, operating system and application software, equipment
and systems analysis methods necessary for the effective production and
management of engineering and management products.
- Ability to compile and analyze data, prepare reports and make recommendations.
- Ability to establish and maintain effective working relationships with other
professionals, elected officials, contractors, consultants and the general
public.
- Ability to writing clear and concise reports.
- Ability to perform engineering computations.
- Ability to coordinate and manage projects and administer consultant contracts.
- Ability to direct the inspection of structures under construction or repair.
- Ability to communicate effectively, verbally and in writing.

TYPICAL CLASS ESSENTIAL DUTIES:

Duties may include, but are not limited to, the following: |

Supervises staff to include: prioritizing and assigning
work, conducting performance evaluations, ensuring staff is trained, making
hiring, termination and disciplinary recommendations. |
| 2. |
Supervises the preparation and review of designs,
improvement plans, estimates, specifications, and contract documents for
construction projects or other engineering related projects that are
prepared by subordinates and consultants engage by the City. |
| 3. |
Supervises the collection and analysis of field data and
prepares recommendations. |
| 4. |
Reviews plans and specifications for conformance to
established standards and directs the inspection of major engineering
projects. |
| 5. |
Coordinates project management, i.e., oversees, controls and
guides the engineering project. |
| 6. |
Assembles plans and specifications, prepares bidding
documents, solicits bids, awards contracts, administers the contract,
interprets plans and specifications, resolves field problems, gives final
inspection, and follows through with acceptance of project. |

Participates in the formulation and preparation of master
plans. |

Prepares and coordinates consultant and testing agreements. |
| 9. |
Represents the City with contractors, consulting firms, and
public agencies, and at public meetings concerning City policy on
engineering projects. |

Advises building inspectors on structural and miscellaneous
problems arising in the field during the construction of a building project. |

POSITION SPECIFIC DUTIES
Electrical Engineering:
- Participating in the design of electrical systems for various City facilities,
buildings, parks, and traffic signal and streetlighting projects using various
design manuals and books.
- Studying and recording existing lighting levels in all City owned buildings
and recommends conversion to a more efficient type of lighting where feasible.
- Performing inspections and consults with inspectors to make certain the work
being performed conforms to City specifications.
- Reviewing plans submitted by outside electrical consultants on City projects
for conformance to City standards and specifications.
- Developing electrical control equipment for new and existing traffic signals
and interconnected systems.
Environmental Services Department:
- Preparing and reviewing bid documents; soliciting bids, administering the
contract, and coordinating MBE/WBE requirements and environmental clearance with
Office of Equality Assurance and Contract Compliance and Planning Department.
- Assisting the Senior Sanitary Engineer in the preparation of Capital
Improvement Program and Annual Operation and Maintenance budgets.
- Evaluating and regulating the performance of treatment process unit
operations, and ensures efficient overall treatment.
- Performing research projects dealing with all aspects related to a large
wastewater treatment plant, recommends process modifications, and evaluates the
recommendations of consulting engineers.
- Conducting pilot and full scale process testing, and coordinates the work of
plant personnel to implement process modifications, upgrades, or repairs.
Fire Department:
- Reviewing and modifying plans requiring building permits to ensure compliance
with Uniform Building Codes, Fire Prevention Codes, State Fire Marshal
regulations, State Housing Codes, and related rules and regulations.
- Providing technical advice to departmental officers/staff, architects,
engineers, developers, building owners, the Fire Marshal, and the general public
on interpretation or application of fire safety codes and regulations; providing
fire protection information for Environmental Impact Reports; analyzing fire
data as a basis for management decisions.
- Conducting special studies regarding fire hazards, fire response systems,
joint power agreements, consolidations, variable manning, alternate fire
protection funding, fire insurance cost reduction, incentive plan for private
installation of fire protection devices, and other areas relating to the
provision of fire protection services; makes recommendations for improving fire
protection services.
Mechanical Engineering:
- Designing air conditioning systems and controls to comply with all applicable
codes and regulations by detailed analysis of heat gain and loss, ventilation
and occupancy.
- Preparing final inspection report of deficiencies, defects, non-operational
equipment and poor workmanship and conducts follow-up on mechanical equipment to
obtain repairs or replacement of malfunctional equipment.
Planning, Building, and Code Enforcement:
- Advising professional engineers, architects and others concerning code
requirements, engineering and planning problems arising in the preliminary
design of buildings and structures.
- Examining plans, calculations and specifications for commercial, industrial
and apartment buildings, including complex major structures for structural
adequacy, zoning and general compliance with governing laws, codes, ordinances
and regulations.
- Making independent engineering analyses on proposed buildings when required to
justify the structural safety of design.
- Working closely with and giving information to professional engineers,
architects, contractors and the general public regarding building code, zoning
and general requirements concerning buildings and structures.
- Issuing permits after review of plans.
- Advising building inspectors on structural and miscellaneous problems arising
in the field during the construction of a building project.
- Instructing inspectors and technicians in the review of less complex building
plans.
- Making inspection of older buildings and assisting in enforcing compliance
with the Dangerous Building Ordinance.
- Making random inspections of critical structural elements of the projects
under construction.
Additional knowledge, skills and abilities for Planning, Building & Code

- Principles and practices of structural engineering
- Strength, properties and common uses of building construction materials.

- California Building Codes including energy and accessibility regulations.
- Reading and understanding building plans

Public Works:
- Participating in the formulation and preparation of Sanitary Sewer Master
Plan.
- Performing the structural design of building projects.
- Supervising and coordinating the preparation and review of designs, plans,
estimates and specifications for major projects concerned with traffic routing
and parking lots, the construction and maintenance of hydraulic structures,
bridges, roads, buildings, airports, landscaping and similar facilities.
- Reviewing plans and specifications for conformance to established standards
and directing the inspection of major construction projects.
