CODE ENFORCEMENT INSPECTOR II (3939)
CLASS PURPOSE
Under direction, performs work of moderate difficulty involving inspection
and enforcement of applicable ordinances pertaining to housing, building construction, environmental codes, zoning, land use, solid waste facilities,
signs, health and safety, and related code enforcement regulations.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties
listed, nor do the examples cover all the duties which may be performed.)
- Performs inspections of a complex nature and complaint investigations
involving single-family and multiple dwelling and other related facilities.
- Participates in the complex investigation and enforcement of environmental
codes, zoning, land use, sign regulations and other applicable state, federal
and municipal codes, laws, rules and regulations as assigned.
- Participates in the inspection and enforcement of solid waste facilities
including sanitary landfills and transfer stations.
- Ascertains and gathers facts related to applicable ordinances, codes,
laws, rules and regulations and determines and institutes proper action to be
taken.
- Explains, interprets and makes presentations of ordinances, codes, laws,
rules and regulations to citizens and groups, agencies, businesses, and other
entities.
- Issues citations on misdemeanors and code infractions.
- Researches and prepares cases for prosecution and testifies in court.
- Conducts various surveys to determine a variety of code enforcement
data and related information.
- Prepares reports and correspondece for review and approval by supervisor.
- Evaluates housing conditions and performs condemnation proceedings when
necessary.
- Provides work direction to Code Enforcement Inspector I incumbents when
needed.
DISTINGUISHING CHARACTERISTICS
This is the fully skilled journey level class in the Code Enforcement
Inspector series which may exercise lead direction over Code Enforcement Inspector
I's. This class differs from that of the Code Enforcement Supervisor in that the latter has full supervisory responsibilities.
Incumbents are required to be deputized as Peace Officers.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of business English, spelling, grammar and basic report writing.
- Knowledge of State and local government organizations, functions and
procedures pertaining to regulations and services in the fields of housing, building, zoning and environmental issues.
- Knowledge of the State Housing Act, the Uniform Housing Code, the Uniform
Building Code, the Uniform Plumbing Code, the Uniform Mechanical Code, the National Electric Code and the San Jose Municipal Code.
- Knowledge of the principles, techniques and practices of public health
sanitation as applied to inspection and investigation of buildings occupied as
living quarters.
- Ability to read and interpret laws, rules and regulations.
- Ability to express oneself clearly and concisely both orally and in
writing.
- Ability to perform routine arithmetic calculations.
- Ability to perform routine inspection, investigation and enforcement of
applicable codes and ordinances of an environmental, zoning, housing, building
construction, land use and sign enforcement nature.
- Ability to gather in an organized manner and weigh facts against
applicable laws, rules and regulations and draw proper conclusions concerning
questions and facts.
- Ability to deal successfully with citizens, business owners, homeowner
groups, City, county and state offices and special districts.
Competency Knowledges, Skills and Abilities
- Ability to perform difficult investigations and inspections and to take
appropriate enforcement action with conclusive results.
- Ability to contribute to the overall effectiveness of the Division by
being conscientious and professional in assigned work and relationships with
staff and clients.
Training and Experience
Any combination of training and experience equivalent to two (2) years of
undergraduate coursework from an accredited college or university and two (2) years of experience performining code enforcement, building, housing, or
environmental inspections for a public agency - or - ICBO certification in any inspection discipline - or - registration as a Sanitarian in California.
Licenses/Certificates
Possession of a valid driver's license authorizing operation of a motor
vehicle in California.
As a condition of employment, incumbents may be required to use their
personal vehicles in performing the job duties.
