CODE ENFORCEMENT ADMINISTRATOR (3943)

Under the general direction of the Deputy Director, perform work of considerable difficulty, involving supervision of the Code Enforcement Division concerned with the enforcement of various City codes and ordinances related to zoning, vehicle abatement, housing, blight and related health and safety areas.  Coordinates with City Attorney's Office and provides technical assistance in legal cases and ordinance development.  Performs related work as required.

TYPICAL DUTIES AND RESULTS  (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed).

• Directs and coordinates the work of employees involved in inspections.
• Plans and coordinates operational aspects of the Code Enforcement Division; coordinates complaint referrals on an interdepartmental basis, and coordinates the general enforcement of City codes and ordinances in cases involving multiple divisions or departments.
• Plans and supervises staff in implementing procedures and operations in all areas of Code Enforcement.
• Oversees Supervision of complex cases with staff and suggests possible solution to problems; directs staff in the investigation, preparation and presentation of cases for legal action, makes court appearances as appropriate.
• Develops, amends and interprets policies, procedures, ordinances, and regulations relating to codes  assigned to Code Enforcement Division, develops and coordinates training programs for personnel; performs special assignments as directed.
• Assigns, schedules, trains and evaluates assigned staff and their work.
• Assists in the preparation of the Code Enforcement Division budget and manages the division within the approved budget.  Prepares staff reports and recommendations to the Director, City Manager and/or City Council.
• Advises other City Departments on matters pertaining to Code Enforcement.  Serves on various committees and meets with community or other groups regarding community problems and city programs.  Prepares or directs the preparation of proactive or other special programs to resolve community problems.
• Coordinates and collaborates with other City Departments on matters of mutual interest.

Typical End Results Include:  Effectively manage Code Enforcement Division according to program goal and budget limits.  Interpret City codes to ensure consistency or enforcement.  Reduce blight and maintain housing stock.  Develop and implement specific programs to address community problems and concerns.  Achieve great effectiveness through the strategic allocation of resources.

An incumbent of this single position class is responsible for assisting in the administration and supervision of a division involved in the inspection, enforcement and compliance with laws, codes, regulations and ordinances regarding zoning, housing, blight, and related areas.  The incumbent acts on behalf of the Deputy of Code Enforcement in matters relating to divisional responsibilities.

• Knowledge of the methods of complaint investigation and enforcement.
• Knowledge of the workings of municipal government and municipal law relating to code enforcement.
• Knowledge of the principles and practices of organization, management and supervision.
• Ability to interpret municipal codes and ordinances.
• Ability to analyze complex situations and problems and to devise approaches to effectively solve or mitigate the problems.
• Effective customer service skills.
• Effective written and oral communication skills.

Knowledge of the City of San Jose Municipal Code, and Federal, State and County laws as they relate to health and safety, zoning, blight and related areas.

Any combination of training and experience equivalent to successful completion of advanced undergraduate coursework from an accredited College or University in the field of business or public administration, public or environmental health or closely related field and five (5) years of increasingly responsible experience in the area of code compliance and enforcement or program management, including at least two (2) years in a supervisory capacity.

Possession of a valid driver's license authorizing operation of a motor vehicle in California.

As a condition of employment, incumbents may be required to use their personal vehicle in performing the job duties.
