CODE ENFORCEMENT ADMINISTRATOR (3943)

 

CLASS PURPOSE

Under the general direction of the Deputy Director, perform work of considerable difficulty, involving supervision of the Code Enforcement Division concerned with the enforcement of various City codes and ordinances related to zoning, vehicle abatement, housing, blight and related health and safety areas.  Coordinates with City Attorney's Office and provides technical assistance in legal cases and ordinance development.  Performs related work as required.

Typical End Results Include:  Effectively manage Code Enforcement Division according to program goal and budget limits.  Interpret City codes to ensure consistency or enforcement.  Reduce blight and maintain housing stock.  Develop and implement specific programs to address community problems and concerns.  Achieve great effectiveness through the strategic allocation of resources.

 

DISTINGUISHING CHARACTERISTICS

An incumbent of this single position class is responsible for assisting in the administration and supervision of a division involved in the inspection, enforcement and compliance with laws, codes, regulations and ordinances regarding zoning, housing, blight, and related areas.  The incumbent acts on behalf of the Deputy of Code Enforcement in matters relating to divisional responsibilities.

QUALIFICATIONS

Minimum Knowledge, Skills and Abilities

Competency Knowledge, Skills and Abilities

Knowledge of the City of San Jose Municipal Code, and Federal, State and County laws as they relate to health and safety, zoning, blight and related areas.

 

Training and Experience

Any combination of training and experience equivalent to successful completion of advanced undergraduate coursework from an accredited College or University in the field of business or public administration, public or environmental health or closely related field and five (5) years of increasingly responsible experience in the area of code compliance and enforcement or program management, including at least two (2) years in a supervisory capacity.

 

License/Certificates

Possession of a valid driver's license authorizing operation of a motor vehicle in California.

As a condition of employment, incumbents may be required to use their personal vehicle in performing the job duties.
