CLASS PURPOSE
Under general direction, performs work of considerable difficulty planning and managing the activities of the Planning, Building and Code Enforcement Department through long range planning, economic development, community development management strategies, review of land development proposals, and code enforcement issues. Performs related work as required.
TYPICAL DUTIES AND RESULTS (The position may not include all the duties listed, nor do the examples cover all theduties which may be performed.)
- Develops and directs all aspects of the City's long-range planning program; formulates growth management strategies and policies; provides research and analysis for and consultation to executive management in all major growth and community development management issues.
- Directs the annual review of the City's General Plan which includes research, analysis, reports and recommendations on General Plan amendment requests; updating the General Plan fiscal analysis and the evaluation of land use, population, economic and other growth trends.
- Develops the strategy for joint City/County planning issues, assists the Board of Supervisors by providing information for making land use decisions with positive impact on City services, finances, employment growth and housing development; and promotes annexation of county pockets in the City's urban service area.
- Manages land development application processing, including review, determination or recommendation on land use permits such as rezonings, planned development zonings and permits.
- Manages the processing of environmental clearance for public and private developments.
- Manages the processing of annexation applications which includes representing the City before decision making bodies.
- Directs the conduct of neighborhood planning studies involving local land use,
transportation, physical, health and social issues.
- Manages inspection services in response to complaints from citizens alleging code violations.
- Provides staff support to the Mayor and City Council members representing the City on numerous state, county and regional committees, including ABAG Regional Planning Committee, Congestion Management Agency, LAFCO, Open Space Authority, Transportation Agency.
- Provides information to the City’s attorneys in developing legal defense strategies in numerous litigations involving major land development, planning policy and code enforcement matters. Serves as a primary expert witness in behalf of the City.
Typical End Results Include: The development of effective long range planning programs, particularly the City's General Plan; accurate population projections to serve as an efficient basis for capital facilities and service requirements budgeting; complete and timely analysis and recommendations regarding the nature, type and mix of land uses, the tax base, housing and job supply.
Maintaining productivity and efficiency while meeting deadline requirements in the processing of development applications; providing environmental clearance for public and private projects which will meet statutory and judicial requirements while minimizing delays in project schedules.
DISTINGUISHING CHARACTERISTICS
This is a management class in the classified service that performs as a division chief in either the long range planning, development application review or code enforcement, planning land use and development on a long-range basis. Incumbents in this class supervise and direct a staff of professional and technical persons in the research and development of strategies, policies, programs and general plans relating to land development, land use, and City services. This class differs from the Director of Planning in that the incumbent of the latter class directs the activities of both planning and implementation in land use.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of current urban planning principles, practices and techniques.
- Knowledge of current trends in Federal, State and local planning.
- Knowledge of the principles and techniques involved in the development and maintenance of a comprehensive General Plan.
- Knowledge of Federal, State and local laws and ordinances governing and relating to urban planning and code enforcement.
- Knowledge of public administration principles and practices as they relate to City Planning.
- Ability to formulate and direct difficult and complex urban planning programs.
- Ability to plan, coordinate and supervise the work of professional and sub-professional employees.
- Ability to deal courteously and effectively with government officials, commissioners, representatives of various groups and organizations, members of the press, and the general public.
Competency Knowledges, Skills and Abilities
- Knowledge of the principles of public administration and economics as applied to the problems of city planning and/or code enforcement.
- Knowledge of statistics and of graphic presentation of data.
- Knowledge of the principles of personnel administration and budgetary
- control.
- Ability to develop a sound public relations program and to persuade others to follow the principles of effective planning.
Training and Experience
Any combination of training and experience equivalent to two (2) years of graduate coursework from an accredited college or university in city or urban planning, or a closely related field and two (2) years of increasingly responsible supervisory experience in professional planning or code enforcement work at a level equivalent to that of a Principal Planner with the City of San Jose.
