AIRPORT NOISE SPECIALIST (5242)
CLASS PURPOSE
Under general supervision, performs work of moderate difficulty, recording
and evaluating environmental sound data obtained from airport sound monitoring
equipment. Performs related work as required.
TYPICAL DUTIES AND RESULTS (The position may not include all the duties
listed, nor do the examples cover all the duties which may be performed.)
- Operates the airport sound monitoring system to measure and record the
sound energy produced by all aircraft during a 24-hour period, and computes
the Community Noise Equivalent Level (CNEL) for that period; compares data
with noise requirements and prepares relevant reports for appropriate County
and State authorities.
- Operates computer terminals as they relate to the Airport Sound Monitoring
Systems which involves program inputs to accomplish selective noise
measurement data.
- Operates airport sound monitoring system to measure and record Community
Noise Exposure Level (CNEL); records the air traffic control and ground
control instructions of that aircraft along with altitude and flight path
information for comparison with the noise level produced by the aircraft at
each given point in time.
- Evaluates and compares the recordings of noise impact, tower instructions
by air controllers, and flight path altitude data and determines the reasons
for a single flight's noise levels.
- Computes, interprets, and charts the noise energy impacted by each type of
aircraft as it varies with atmospheric conditions, weather conditions,
actual flight weight of the aircraft for each particular flight, flight path
and altitude, and engine operating efficiency among other variables.
- Assists in predicting noise impact that would be produced by proposed
additional flights or operations; makes recommendations for substitutions of
aircraft types, flights, or operations that will allow maximum utilization
of the facility while remaining within the confines of the noise
requirements.
- Prepares written and graphic reports; makes presentations relative to the
airport's impact on the sound environment of San Jose and surrounding
communities, and displays the data on a noise contour map.
- Assists in testing airport sound monitoring and recording systems for
operability or malfunctions; schedules preventive maintenance; may order
emergency repairs; performs light maintenance on the system such as
replacement of defective circuit cards; and accoustically calibrates the
system through use of a noise calibration instrument.
DISTINGUISHING CHARACTERISTICS
An employee in this class receives direction from the Senior Airport Noise
Specialist in operating sound monitoring equipment to obtain and analyze data,
and makes recommendations for maximum flexibility between efficiency in air
facility operations and environmental compliance requirements.
QUALIFICATIONS
Minimum Knowledge, Skills, and Abilities
- Knowledge of terminology used in piloting and navigating aircraft in air
terminal areas to include gaining clearances of all types in operation of
aircraft, and in understanding and responding to air controller's
instructions.
- Knowledge of the technical aspects of air transportation equipment and
modifications thereto, especially as it relates to the production of sound,
and the noise and air quality characteristics of various standard and jet
engines.
- Ability to prepare detailed, clear graphic charts and noise contour maps.
- Ability to express oneself clearly and concisely, both orally and in
writing.
- Ability to establish and maintain effective working relations with others.
Competency Knowledge, Skills, and Abilities
- Knowledge of Federal, State, and local noise environmental standards, rules,
regulations, terms, and agency structure.
- Knowledge of noise control procedures, including computer application to
such procedures.
- Knowledge of the physics of sound and mathematics through logarithmic
functions.
- Ability to analyze the interrelationships of a variety of recorded data.
- Ability to analyze the interrelationships of flight patterns and sound
contours.
Special Airport Requirement
This airport-specific classification requires each candidate to
satisfactorily complete a Federal Aviation Administration (FAA) 10-year
employment history verification which may include a criminal history records
check prior to being considered for a position in this class.
Education
Successful completion of a Baccalaureate Degree from an accredited college or
university with a major in air transportation, airport management, or a related
field and successful completion of FAA-approved ground school.
Experience
None required.
Acceptable Substitutions
Years of experience in air transportation or air management may be
substituted for education on a year-for-year basis. There is no substitution for
completion of the FAA-approved ground school.
