CLASS PURPOSE
Under general supervision, is responsible for work of moderate difficulty in
developing a variety of recreation activities and human service programs or
staff assignments. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the
duties listed, nor do the examples cover all the duties which may be performed.)
- Plans, coordinates, conducts, and evaluates leisure and cultural events
and human services for children and youth, seniors, and/or special
populations in a citywide or specific community service area.
- Interacts with citizens, community groups, and agencies such as schools,
the probation department, police department, community-based organizations,
and other recreation departments to identify and determine the leisure and
human service needs of the population being served.
- Plans, monitors, and distributes budget resources to specific activities,
events, programs, or projects. Participates in the preparation of the
budget. Secures supplies and equipment for programs.
- Participates in the development of resources through fund-raising,
solicitations, and co-sponsorships; may initiate grant proposals for the
support of programs.
- Recruits, supervises, and trains part-time staff and volunteers. Evaluates
the performance of staff.
- Maintains financial records of fees collected; prepares reports,
proposals, and various letters and memos. Conducts registrations as needed.
- May negotiate contracts, fees, and facilities to provide special interest
programs for children and youth, seniors, and/or disabled.
- Plans, coordinates, and conducts special cultural activities, including
festivals, concerts, recitals, dramas, and other fine arts programs.
- Plans, coordinates, and conducts special recreation events, trips, visits,
programs, and social clubs for children and youth, seniors, and/or disabled
citizens.
- Interacts with community groups and agencies to identify and determine
leisure needs and interests of the special population being served. Provides
information and referrals to the community regarding programs available,
including developing and disseminating publicity through all forms of media.
- Participates in the preparation and operation of the budget for their
assigned area.
- Plans, organizes, and supervises fee classes.
- Establishes recreation classes, including negotiating and contracting with
instructors, setting class fees and charges, acquiring adequate facilities,
and evaluating programs and classes.
- Maintains financial records of fees collected and initiates refunds as
appropriate; prepares instructional material and secures supplies for
classes.
DISTINGUISHING CHARACTERISTICS
An employee in this class performs specialized assignments in developing and
conducting a variety of programs and activities targeted toward children and
youth, seniors, and/or special populations. This class differs from Recreation
Supervisor in that the incumbents of the latter class are responsible for
overall programs for the communities that comprise a specified geographical
region of the City. This class differs from the next lower class of Senior
Recreation Leader in that the latter class focuses on direct-line provision of
general recreation service activities targeted for various populations.
QUALIFICATIONS
Minimum Knowledge, Skills, and Abilities
- Knowledge of various recreation activities such as sports, games, arts,
crafts, dramatics, and music as they pertain to the interests of children and
youth, seniors, and special populations.
- Knowledge of service needs of citizens of varied socioeconomic and cultural
backgrounds.
- Knowledge of principals and practices of supervision.
- Ability to effectively communicate and interact with children and youth,
seniors, and/or special populations.
- Ability to relate effectively to all levels of employees, participants, and
the public.
- Ability to express oneself clearly and concisely, both orally and in
writing.
- Ability to utilize community agencies and other non-City resources to
enhance the delivery of programs and services.
Competency Knowledge, Skills, and Abilities
- Knowledge of basic budgeting, bookkeeping, and cash handling.
- Knowledge of leisure marketing skills.
- Ability to coordinate, conduct, and supervise a variety of recreation
activities of citywide scope or specialized programs targeted for children and
youth, seniors, and /or special populations.
- Ability to direct and involve hard-to-reach children and youth into positive
recreation programs.
- Ability to recognize visible symptoms of and make appropriate responses to
persons using and/or under the influence of drugs and/or alcohol.
- Ability to negotiate contracts, fees, and facilities to provide special
interest programs for children and youth.
Education
Completion of a Bachelor’s Degree from an accredited college or university
in Recreation and Leisure Services or closely related field.
Experience
One (1) year of full-time recreation leadership or programming experience.
Acceptable Substitutions
Additional years of increasingly responsible recreation leadership or
programming experience may be substituted for the education requirement on a
year-for-year basis for up to two (2) years. There will be no substitute for
required one (1) year of full-time recreation leadership or programming
experience.
