DEPUTY DIRECTOR OF CONVENTION, ARTS AND ENTERTAINMENT
(Classified - 6345) and (Unclassified - 6346)
CLASS PURPOSE
Under administrative direction, performs work of unusual difficulty in planning, organizing, and directing the maintenance and on-going operations of a major division of the Conventions, Arts and Entertainment Department. Performs related work as required.
TYPICAL DUTIES AND RESULTS (The position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
- Plans, coordinates, assigns and directs staff in the day-to-day operations of a major division of the Conventions, Arts and Entertainment department including maintenance of equipment and other property, safety and security functions, technical services, and administrative services.
- Directs research and planning to improve departmental operations involving operational planning, long-range planning, systems and communication.
- Manages all revenue control and planning including evaluating, recommending and setting fees and charges.
- Presents annual budget, financial programs and revenue-related information to a variety of committees and groups, responding on behalf of the department to a variety of public inquiries regarding financial, and general administrative affairs.
- Supervises and evaluates a large staff and their work.
- Negotiates and administers contracts with vendors, including golf, stadium, water theme park, food and beverage providers, security companies, cartage and drayage services, and providers of highly specialized athletic and theatrical equipment and services.
- Leads in the preparation, development, and control of the budget of a specific division in the department, providing policies to ensure continued stability and good business practices.
- Directs the preparation and controls the implementation of the capital and operating budgets for a division, administering and monitoring the process of all service contracts, concession contracts and grants.
- Leads in the direction of the event booking process and contract preparation and implementation.
- Establishes and enforces administrative procedures and policies for a division.
- Maintains effective working relationships with clients, other City departments, county offices, and state and federal agencies involved in the activities of the department, performing important and difficult public liaison work with many diverse groups.
- Directs the operations of the department in the absence of the Director.
- Plans, develops and evaluates program objectives, service levels, community needs, revenue generation, and resource utilization in order to anticipate and control new facilities, expanded programs and/or new costs.
- Directs the development and promotion of the programs such as the City’s Cultural Heritage Garden Program, the San Jose’s Sister Cities Program and the Downtown Promotions and Arts Program.
Typical End Results include: The physical facilities of the division and department are maintained in a clean, safe and useable condition; equipment and supplies needed for specific events are delivered or installed on time and in useable and safe condition; goods and services provided by outside vendors meet established criteria for quality, price and timeliness; accurate and timely performance of financial and management functions ensure efficient operations, economically sound business practices and cost effectiveness; ensure effective and open communication both within the City as well as with other agencies and the general public; develop a comprehensive Arts and Downtown Promtions Program that provides community support for the cultural enrichment and economic development of the City.
DISTINGUISHING CHARACTERISTICS
The incumbents of this class work with a high degree of independence in planning, directing and managing the day-to-day financial, budget, human resource, and computer systems operations for a major division of the Department of Conventions, Arts and Entertainment. An incumbent in this class reports directly to the Director of Convention, Arts and Entertainment. The class differs from the higher position of Director in that the higher class plans and directs the broader functioning of the department and is less intimately associated with operational and programmatic activities of the various divisions.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of the principles of event production of cultural affairs programs as well as promotion, marketing, public relations and media relations.
- Knowledge of client needs for cultural, and entertainment events, shows and pageants.
- Knowledge of principles and practices of accounting, budget preparation and administration.
- Knowledge of public safety and security regulations and practices.
- Knowledge of the principles and practices of public administration, arts and cultural non-profit organization, grant administration, Fine Art, Public Art, Arts Education, and Community Arts Development programs.
- Knowledge of group dynamics and communications skills.
- Knowledge of the promotion, management, operation and maintenance of multiple facilities such as exhibit halls, performing arts theaters, auditoriums, museums, amusement theme parks and zoos.
- Knowledge of public building and park maintenance, safety and security regulations and practices.
- Ability to communicate clearly, concisely and effectively both orally and in writing.
- Ability to relate effectively with employees and the public.
Competency Knowledges, Skills and Abilities
- Knowledge of the principles of the City of San Jose’s budgeting and accounting systems.
- Knowledge of financial resources, including governmental programs, financial grants and community resources.
- Ability to promote and manage all operations of a public agency for a major convention and cultural center.
- Ability to meet and deal successfully with the fine arts community; organizations such as the Chamber of Commerce, Convention and Visitors’ Bureau and the public.
Training and Experience
Any combination of training and experience equivalent to successful completion of a Bachelor’s degree in business or public administration, marketing, arts administration, or closely related field, and seven (7) years of managerial/administrative experience including at least three (3) years of progressively responsible management experience at a large multi-purpose cultural, convention or entertainment facility.
