ASSISTANT POLICE COMMUNICATIONS MANAGER (8516)
CLASS PURPOSE
Under direction, performs work of considerable difficulty and complexity in directing the activities of the Police Department’s Communications Division, Bureau of Technical Services. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Directs a variety of activities of the Police Communications Division including personnel, programs and facilities.
Directs the implementation, programming and maintenance of the Computer Aided Dispatch (CAD) System.
Directs, through subordinate supervisors, training and support functions and personnel.
Prepares and maintains program budget.
Defines and implements, through subordinate supervisory staff, the various communications training programs in compliance with state and federal regulations which affords maximum protection from civil liability.
Manages the Communications Training Officer Program.
Coordinates the recruitment, testing, hiring and processing of new dispatcher personnel; evaluates training process and prepares evaluation of employees.
Investigates, analyzes and reports on all 9-1-1 service complaints.
Manages and oversees all 9-1-1 equipment and interfaces.
Typical End Results Include: Ensuring the effective and efficient activities of the division, including the implementation, programming and maintenance of CAD and the entire dispatch system for the department. Ensuring operational conformance to rules and regulations of the Federal Communications Commission, the POST Commission and the Department of Justice.
DISTINGUISHING CHARACTERISTICS
This single class position has the responsibility for managing major segments of the Communications Division. The incumbent reports to the Police Communications Manager and acts as manager in that persons absence. The incumbent is required to be on call 24 hours per day, 7 days per week for emergency communications problems.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
Knowledge of the methods and procedures utilized in a major Computer Aided Dispatch (CAD) System.
Knowledge of CAD and telecommunications system methods, programs and equipment as applied to police dispatching.
Knowledge of the procedures involved in maintaining and updating the Master Street Address Guide.
Ability to provide the planning and direction of operational and support services for the Police Department’s Communications Division.
Ability to prepare clear and concise reports and analyses.
Ability to make effective public presentations.
Competency Knowledges, Skills and Abilities
Knowledge of the policies, procedures and methods used in the operation of the Police Department’s dispatch center, its equipment and resources.
Knowledge of the principles of management, supervision, training and evaluation.
Knowledge of department financial and budgetary management.
Knowledge of City codes, department procedures, and personnel guidelines.
Knowledge of instructional methodology and curriculum design.
Knowledge of POST and DOJ standards and requirements.
Ability to prepare and revise department policy and procedure manuals.
Ability to maintain appropriate liaisons with vendors, POST, DOJ and other appropriate divisions or agencies.
Training and Experience
Any combination of training and experience equivalent to successful completion of advanced course work from an accredited college or university in personnel management or telecommunications and seven (7) years of progressively responsible supervisory experience in the operation and management of a computer aided police dispatching center or a major segment thereof; and three (3) years experience as a Supervising Public Safety Dispatcher with the San Jose Police Department or equivalent.
Licenses/Certificates
Certificate of completion of the POST Management Course.
Possession of a valid driver's license authorizing operation of a motor vehicle in the State of California.
