Treatment Plant Advisory Committee (TPAC)

PURPOSE: The Treatment Plant Advisory Committee (TPAC) is an advisory Group to the City Councils and the Administrations of both the City of San José and the City of Santa Clara for matters relating to the San Jose/Santa Clara Water Pollution Control Plant (Treatment Plant).        

TPAC advises both San José and Santa Clara on operation, maintenance, repair, and improvement of the Treatment Plant, and the development and administration of related programs and policies. In addition, TPAC advises on administrative matters including amendments to contracts and agreements, selling interests in the Treatment Plant to anyone other than San José and Santa Clara, entering into contracts with anyone desiring to use the Treatment Plant on a rental or other basis, the type and amount of insurance to be purchased, and rental rates to be charged to “Outside Users” for use of the Treatment Plant.

AUTHORITY: TPAC was created in 1959 by the “Sewage Treatment Plant Agreement between San José and Santa Clara.”  The Cities of San José and Santa Clara jointly own and operate the Treatment Plant under this master agreement.  A total of seven cities and sanitary/sanitation districts discharge water to the Treatment Plant under a series of additional master agreements. San José is the administering agency for all of these, and the City Council is the final decision-making body for the Treatment Plant.

COMMITTEE MEMBERSHIP: TPAC consists of 9 members with no term restrictions. Per the master Agreement, members include three members from the City Council of the City of San José, two members from the Council of the City of Santa Clara, and one representative of the City Manager's Office of the City of San José. The remaining members consist of representatives from the City of Milpitas, Cupertino Sanitary District, and the West Valley Sanitation District.

MEETINGS: TPAC meets regularly on the second Thursday of each month at 4:30 P.M. in Room T1047 at the San José City Hall, 200 E. Santa Clara Street.  Special meetings are called as necessary by the TPAC Chair. TPAC meetings are subject to the Brown Act, and open to the public.

BENEFITS: TPAC members are compensated $100 each per month. To be compensated for any given month, a member must attend the regularly-scheduled meeting. Members receive no additional reimbursement for special meetings called by TPAC Chair.

ATTENDANCE: The Committee Members are expected to attend all Committee meetings.
