7. Adopt a General Plan with measurable standards for sustainable development
 
The community-based General Plan Update, currently underway, provides an opportunity to establish sustainability goals beyond the 15 year Green Vision.  The Envision San Jose 2040 General Plan will be a blueprint for the future of the city, identifying land uses, transportation systems and connections, open space, natural resource protections, etc.  The Plan will also address the provision of critical services, such as police and fire protection, parks, etc., to ensure a balanced and well-functioning city. This Plan builds on prior efforts by exploring opportunities for residents and employees to walk or bicycle to retail, entertainment venues, parks, and schools throughout the city. The General Plan Update, Envision San José 2040, will include clear and measurable standards for sustainable development.

History of Leadership
 
San José is a leader in developing and implementing forward-thinking General Plan documents:
 
1975: Adopted first modern General Plan (GP75), focusing growth to “infill” locations and the Downtown instead of the city’s edge.
1984: Created a Greenline Strategy and sought to preserve habitat lands, in addition to continuing the 1975 strategies (Horizon 2000 General Plan).
1994: Established Sustainable City as a major strategy to foster reduced waste, and energy and water conservation. The San Jose 2020 General Plan also expanded the 1975 strategies to encourage mixed use development along transit corridors and rail stations.
