DIRECTOR OF INFORMATION TECHNOLOGY (U) (1375)
CLASS PURPOSE
Under administrative direction, directs the planning, design, implementation and utilization of the City’s information infrastructure including computer networks, telecommunication services and radio systems. Promotes multi-jurisdictional cooperative efforts, including developing public/private joint ventures to improve City services and public access to those services. Performs related work as required.
TYPICAL DUTIES AND RESULTS (The examples listed below may not cover all the duties which may be performed.)
- Plans, coordinates and administers comprehensive citywide activities of the Information Technology Department.
- Develops and implements city-wide strategic plan for information and communication technology that serves as a framework for policies and investments in infrastructure and technology.
- Recommends long-range and short-range management information systems plans and budgets to City Manager by being thoroughly familiar with rapid changes in the information technology environment.
- Determines and recommends action for City acquisition of computer systems, voice communication systems, radio systems and related technology.
- Manages implementation, support and maintenance of city computers, telecommunication and radio systems.
- Directs the development and implementation of policies, regulations, and programs that support the coordination and growth of progressive, efficient and cost-effective information and telecommunication services.
- Directs research studies in computer-based techniques and software development for advanced information and voice/video communication systems including applicable vendor applications, document management, optical storage, data-base management, and operational control packages.
- Develops and maintains cooperative relationships with government officials and agencies, civic organizations, and private industry.
- Attracts, motivates and develops a strong staff. Analyzes the skills of employees and deploys them in a manner which best utilizes their strengths.
- Advocates change and educates City management and employees on the needs for up-to-date information technology, staff and equipment to accomplish the missions and purposes of the City.
TYPICAL END RESULTS INCLUDE
The development and maintenance of an organizational culture and ethic which promote customer service, quality technological implementation and improvement, strategic planning, and cost effectiveness within the City. The progressive generation and evaluation of alternatives, data analysis, and the formulation of recommendations to implement effective changes.
DISTINGUISHING CHARACTERISTICS
This is an unclassified classification which reports to and serves at the pleasure of the City Manager. This position is distinguished by its full executive responsibility for the provision of all citywide information and telecommunication technology and services.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of the principles and practices of information telecommunication technology.
- Knowledge of industry standard technology relating to personal computers (PCs), mini computers, mainframes, local/wide area networks (LAN & WAN) computer mapping and radio systems.
- Knowledge of the principles, methods and techniques of information and telecommunication systems.
- Knowledge of the principles and practices of supervision, organization, administration and management.
- Knowledge of the principles, terminology and trends in telephone and radio systems engineering, services and usage.
- Knowledge of telephone and radio equipment and services.
- Ability to plan, organize and direct the work of a technical staff.
- Ability to communicate effectively both in writing and orally.
Competency Knowledges, Skills and Abilities
- Knowledge of the City's budgetary systems.
- Ability to evaluate alternatives and make recommendations regarding purchases of computer hardware and software consistent with the City's information technology and telecommunication goals.
- Ability to evaluate City telephone service and network needs and manage City systems.
- Ability to evaluate City radio system needs and manage City systems.
- Ability to interpret voice communication needs and formulate policy to provide these services consistent with City priorities.
- Ability to work and communicate effectively with internal and external customers regarding City information technology and telecommunication needs.
Training And Experience
Completion of a Bachelor's Degree from an accredited college or university in information management, computer science, business administration, public administration or a closely related field and ten (10) years experience in information technology, including a variety of the following: computer operations, data entry, computer operating systems, applications programming and systems analysis, corporate network planning and support, PC and LAN planning and support, vendor selection and contract negotiation, budget preparation and administration, strategic planning, computer systems project management, telephone and radio systems planning, budgeting, maintenance and support; six (6) years of which must have been supervisory and managerial experience in the above areas.
