TRANSPORTATION PLANNING SYSTEM MANAGER (1386)

CLASS PURPOSE

Under general direction, plans, organizes, coordinates and performs the most difficult technical work in the utilization of computerized traffic forecast modeling for long-range transportation planning. Performs related work as required.

TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)

Manages the development, implementation and maintenance of the City's traffic forecast models, including the development and/or modification of traffic forecast modeling application software and related sub-system application software.
Plans, organizes and directs the work of assigned staff, and performs the most complex work in developing and maintaining databases and conducting modeling runs for traffic forecasting.
Analyzes, formulates and recommends policy positions for the City regarding transportation planning issues.
Analyzes traffic forecast findings and provides reports, recommendations and conclusions to City administration and City Council.
Directs the development of long range traffic forecasts to support City decisions regarding transportation issues on local and regional land use traffic/transportation and air quality policies.
Coordinates computerized traffic forecast modeling applications and equipment resources and requirements with other departments, jurisdictions, agencies and consultants as appropriate.
Represents the City's transportation interests on various technical advisory committees and task forces.
Negotiates agreements for sharing modeling data bases, software and related information with other agencies and their representatives.
Participates in the selection of and orients, trains, develops and evaluates performance of assigned staff.

DISTINGUISHING CHARACTERISTICS

An incumbent of this class is responsible for the development, implementation, maintenance and use of computerized traffic forecast models. This class is distinguished from that of Senior Geographic Systems Specialist in the level and scope of responsibility. An incumbent of this class supervises individuals in the Geographic Systems Specialist series involved in traffic forecast modeling.

QUALIFICATIONS

Minimum Knowledges, Skills and Abilities

Knowledge of engineering fundamentals and research procedures.
Knowledge of the principles and practices of data processing.
Knowledge of the principles and practices of computerized traffic forecast modeling and transportation planning.
Ability to use computer application and utility packages.
Ability to communicate clearly, concisely and effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with others.
Ability to select, supervise, train and evaluate the work of subordinate staff.

Competency Knowledges, Skills and Abilities

Knowledge of the City's General Plan and related land use planning process.
Knowledge of the City's Capital Improvement Program as it relates to transportation planning.
Knowledge of specific traffic forecast modeling hardware and software used by the City.
Ability to analyze long term transportation impacts of proposed changes to land use, proposed transportation system improvements, and projected travel behaviors.
Ability to make complex forecast results understandable to administrators and policy makers.

Training And Experience

Any combination of training and experience equivalent to successful completion of a Baccalaureate Degree from an accredited college or university in engineering, computer science, physical science, mathematics, urban planning or closely related field and four (4) years of increasingly responsible experience in transportation planning using large scale computerized traffic forecast modeling techniques comparable to those used by the City of San Jose, including at least two (2) years of geographic information systems experience.
