DIRECTOR OF GENERAL SERVICES (U) (1648)
CLASS PURPOSE
Under administrative direction, incumbent is responsible for work of unusual difficulty in planning, organizing and directing a comprehensive program of general services for all City departments. Performs related work as required.
TYPICAL DUTIES AND RESULTS (The position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
- Directs and provides purchasing, communication, building maintenance and vehicle maintenance services to all City departments and agencies.
- Prepares, develops and controls the budget appropriations and expenditures to comply with adopted Council budget.
- Establishes and enforces the operational and administrative procedures and policies for the Department of General Services.
- Directs, assigns, trains, supervises and evaluates the Department of
General Service’s staff and their work; makes decisions and recommendations on employment, retention, promotion, demotion and other related personnel actions.
- Directs the establishment and maintenance of controls for purchasing, communications and vehicle maintenance.
- Directs the energy conservation program within the Department of General
Services.
- Plans, develops and maintains the City records management program.
Consults with Deputy City Manager for Administration on policy matters and operational problems.
- Confers with and maintains effective working relationship with other departments concerning service needs of other departments and the most effective methods of providing those services.
- Ensures that the central purchasing function is accomplished at the least practicable cost within applicable State law, City Charter, Municipal Code and administrative regulations.
- Ensures that vehicle equipment is available to using departments at no loss of productive time to the using department.
- Ensures the provision of a dependable, twenty-four hour per day communication system.
- Responsible for safety in all aspects of the department.
- Consults with the Deputy City Manager for Administration on policy matters.
TYPICAL END RESULTS INCLUDE:
Developing overall operational and administrative strategies for general services to maximize the achievement of City goals and objectives; provide optimum executive management direction for the provision of general services to all City departments and agencies.
DISTINGUISHING CHARACTERISTICS
This is a single position class. The incumbent is responsible for the executive management and provision of purchasing, communication, vehicle maintenance, building maintenance and record management services for the City. The incumbent reports to the Deputy City Manager for Administration.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of typical governmental financial structures, principles and practices of public administration.
- Knowledge of the principles of municipal budgeting, accounting and data processing applications.
- Knowledge of office practices and procedures; the principles of office supervision.
- Ability to prepare comprehensive reports as required by Federal, State and local governmental organizations.
- Ability to express oneself clearly and concisely both orally and in writing.
Ability to establish and maintain effective public relations with other employees and the public.
- Ability to compile reports, correspondence, studies, analyses and other management information.
Competency Knowledges, Skills and Abilities
- Knowledge of centralized purchasing practices, contracts and bidding procedures.
- Knowledge of warehousing administration including inventory control.
- Knowledge of the operation and maintenance of automotive equipment and a wide variety of special and heavy equipment.
- Knowledge of communication systems.
- Knowledge of administration of a comprehensive building management program.
- Ability to prepare recommendations concerning the management of major city functions including building management, vehicle maintenance, purchasing, communications and to take action to ensure compliance with the City Charter and the Municipal Code.
- Ability to direct and supervise management personnel.
Ability to plan, organize and direct a large and varied general services operations function.
Training and Experience
Any combination of training and experience equivalent to a Master’s Degree in public administration, business administration, or a discipline related to the business performed by the department and ten (10) years of increasingly responsible experience, including at least four (4) years at the management and policy making level with direction over professional staff.
