CLASS PURPOSE
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Participates in and advises the City Manager in the formulation of strategy and City policy.
Participates and performs special projects and planning programs for the
City Council and City Manager.
Acts for City Manager in public relations matters; meets the public; receives complaints; prepares and gives talks; attends conferences and meetings.
Represents the City Manager in a variety of intergovernmental and community activities upon specific assignment.
Directs a comprehensive program through assigned department heads for the efficient and effective completion and conduct of services for the City of San Jose.
Advises department heads in administrative operations and program problems to insure timely and efficient overall operations.
Develops programs to coordinate the work of Council standing committees.
Consults and coordinates with executives and groups in the private sector.
Provides information and assistance to the City Manager for presentation to the City Council and others to insure accuracy and timeliness.
Coordinates activities between departments, internal and outside agencies to insure the efficient operation of the City.
Monitors group and departmental objectives and provides administrative guidance to insure effectiveness of assigned programs and projects.
Makes special studies and investigations and prepares reports and recommendations for the City Manager.
Performs important and difficult public liaison work with considerable citizen involvement to maximize City services.
Attends City Council and Council Committee meetings and provides the Council with information and advice on matters under consideration.
Provides broad policy guidance and overall executive direction for all employee relations matters and the City Affirmative Action Program.

QUALIFICATIONS
Knowledge of the principles, practices and problems of public administration.
Knowledge of the organization and functions of municipal government.
Knowledge of budget preparation.
Ability to plan, develop and implement various administrative programs.
Ability to develop, coordinate and direct subordinate professional staff in an effective manner.
Ability to prepare clear, concise reports and to present them effectively both orally and in writing.
Ability to stimulate and motivate individuals and groups to achieve designated goals.
Competency Knowledges, Skills and Abilities
Knowledge of the relationship between the legislative and executive functions of City government.
Knowledge of the role of City government in San Jose and its relationship with other government agencies.
Ability to analyze complex problems, make decisions rapidly within the scope of authority and to recommend solutions effectively to the City Manager.
Ability to direct, oversee, control and manage the work of others, especially executive management personnel.
Ability to assimilate, evaluate and facilitate the necessary actions required to meet the concerns, needs and desires of staff, citizens, City administration and City Council.
