REDEVELOPMENT MANAGER (U) (1687)
CLASS PURPOSE
TYPICAL DUTIES AND RESULTS (The position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Ensures that the City's redevelopment goals are implemented.
Responsible for development of Redevelopment area formations.
Responsible for development and land use negotiations in redevelopment areas. Acts on behalf and represents the City Manager. Provides City
Manager with necessary project information and with development recommendations.
Responsible for managing the Downtown Plan study process and provide appropriate referrals to the City Departments.
Assists in the determination of redevelopment needs of the community, which means the planning, development, replanning, redesign, clearance, reconstruction, or rehabilitation, or any combination of these, of all or part of a survey area, and the provision of such residential, commercial, industrial, public or other structures or spaces as may be appropriate or necessary in the interest of the general welfare, including recreational and other facilities incidental or appurtenant to them.
Prepares a long-term plan of capital improvements with plans for their financing.
Studies systems and procedures and proposes improvements and simplifications, conducts continuous research in administrative practices and recommends to the City Manager those practices which will produce greater efficiency and economy in the management of redevelopment activities.
Attends meetings of the Redevelopment Board, furnishes information and recommendations regarding administrative aspects of prospective actions; reports on Agency operations, policies and problems.
Such other duties as may be assigned by the City Manager.
Typical End Results Include: The efficient coordination of the Redevelopment Agency and related activities to accomplish the established policies, goals and redevelopment objectives of the City.
QUALIFICATIONS
Knowledge of the principles, practices and problems of redevelopment law and redevelopment theories and activities; general knowledge of public administration as it relates to formation of redevelopment project areas and implementation of redevelopment projects.
Knowledge of basic administrative processes, i.e., municipal financing, budget preparation and control, personnel administration, planning, organization, communications and coordination.
Knowledge of the functions and accountabilities of municipal governments.
Ability to stimulate and motivate individuals and groups to achieve proposed redevelopment goals.
Ability to prepare clear, concise reports and to present them effectively both orally and in writing.
Competency Knowledge , Skills and Abilities
Knowledge of the relationship between the legislative and executive functions of municipal government, especially concerning the implementation of redevelopment projects in San Jose.
Knowledge of the role of City government in San Jose and its relationship with other government agencies.
Ability to analyze complex problems, make appropriate decisions within the scope of authority and ability to recommend solutions effectively to the policy making body.
Ability to direct, oversee, control and manage the work of others, especially executive management personnel.
