DIRECTOR OF ENVIRONMENTAL SERVICES (U) (1696)
CLASS PURPOSE
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Plans, directs and supervises the administrative, engineering, environmental, and operational staff in the design, operation, maintenance, marketing and regulatory activities of the City's environmental programs, the Water Pollution Control Plant and the Municipal Water System.
Directs the preparation and execution of the department's operating and capital budgets; represents the department in budget hearings before the City Council.
Manages the Municipal Water System to ensure that the water supply meets the State Health Department's standards, protecting the public health .
Directs and coordinates research projects, studies and investigations; evaluates waste-to-energy projects with regard to consequences of environmental pollution.
Resolves or pursues violations of environmental policies and procedures.
Consults and coordinates with state and regional regulatory agencies and legislators; evaluates the potential impact of regulations and legislation on San Jose, and provides legislative and regulatory input to agencies and City legislative representatives.
Directs the preparation of grant requests for facilities construction and research projects; participates in the preparation of various agreements and contracts.
Develops plans to improve local energy production capabilities in areas such as cogeneration systems, conversion of wastes to energy, hydroelectric site search and methane recovery.
Develops and monitors contractual agreements between the City and other entities regarding solid and hazardous waste, energy, and other environmental programs.

QUALIFICATIONS
Knowledge of the principles of organization and management, including personnel administration and budgetary control.
Knowledge of wastewater and fresh water facilities operation.
Knowledge of environmental management and technology, including federal, state and local laws, rules and regulations.
Ability to analyze administrative and operational problems and make appropriate recommendations.
Ability to plan, coordinate and direct the administration, design, layout, operation, maintenance, and repair of municipal utilities.
Ability to direct sound fiscal operating and control policies.
Ability to plan, organize, direct and coordinate the work of a large and varied City department.
Ability to research, study and evaluate programs, service levels and operational problems.
Ability to establish and maintain effective public relations with a wide variety of persons and organizations.
Ability to make clear, concise and well organized oral and written presentations.
Competency Knowledges, Skills and Abilities
Knowledge of economic, technological, experimental and practical developments in the field of environmental management, sewage treatment, industrial discharge control and municipal water delivery systems.
Ability to work effectively in a position of high visibility and stress on controversial issues of Citywide importance.
Ability to prepare comprehensive reports as required by state and local governmental organizations.
Ability to assimilate, evaluate and facilitate the necessary actions to meet the environmental concerns, needs and desires of staff, citizens, City administrators and City Council.
