LATENT FINGERPRINT EXAMINER SUPERVISOR (2245)
CLASS PURPOSE
Under direction, performs work of considerable difficulty in directing the activities of the Central Identification Unit of the Operations Support Services Division (O.S.S.D.); prepares and maintains the sectional budget for the CAL-ID program; coordinates the recruitment, hiring and training of new personnel and acts as liaison with other county criminal justice agencies as administrator of the local CAL-ID program.
TYPICAL DUTIES AND RESULTS: (The position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
- Directs and manages the day-to-day, 24-hour operation and activities of personnel, programs and facilities within the Central Identification Unit.
- Interprets and enforces the Department’s duty manual, general orders and guidelines.
- Provides supervision, training and technical assistance to subordinate personnel in the operation of the Department’s in-house Automated Fingerprint Identification System (AFIS), manual identification methodology and all other aspects of related identification work.
- Establishes procedures for the operation of the local CAL-ID identification system including user agency case submission, automated on-line booking identification and Central Identification Unit case work assignment procedures for both automated and manual systems.
- Provides operational and statistical reports to state CAL-ID and local R.A.N. boards, user agencies and County Police Chiefs and Sheriffs Association and establishes procedures for county and regional operations.
- Assists and advises the local R.A.N. Board and the Police Chiefs and Sheriffs Association on matters of policy, budget and quality assurance.
- Develops a system with user agencies for the exchange of information.
- Establishes procedures, in conjunction with the county Department of Correction, for fingerprint identification of prisoners and maintenance of quality fingerprints captures.
- Assists and advises the Chief of Police on personnel, budgetary and policy matters in the Central Identification Unit.
- Prepares and maintains the local CAL-ID sectional budget; monitors and controls expenses, training, materials and equipment.
- Coordinates the recruitment, hiring, processing and orientation of new personnel.
- Directs and evaluates the training process of new employees; and complies with on-going state and federal mandated training of employees.
- Directs in-house training of police officers and records personnel in the taking of inked and rolled fingerprints; use of live-scan devices; the development, processing and lifting of latent print evidence, and in the services provided by the Central Identification Unit.
- Serves as the liaison with all department units as well as with other law enforcement, criminal justice and government agencies to ensure continuity and conformance with the local CAL-ID system.

DISTINGUISHING CHARACTERISTICS
This is the highest class in the Latent Fingerprint Examiner class series. As a fully managerial position, this class has the responsibility for the direction and activities of all personnel assigned to the Central Identification Unit in the classification of Latent Fingerprint Examiner I, II, Senior Latent Fingerprint Examiner and Police Data Specialist. Incumbent reports to the Records Operations Manager.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of the principles and techniques used in the classification of fingerprints under the Henry Classification System.
- Knowledge of proper techniques used in the collection and comparison of fingerprints and similar types of prints and impressions.
- Knowledge of all aspects of CAL-ID and the Remote Access Network.
- Knowledge of all aspects of the operation of an on-site AFIS and live scan technology.
- Knowledge of photography and photo finishing.
- Knowledge of laws of evidence, criminal procedure and court room procedure.
- Knowledge of recent developments, literature and sources of information relative to the identification function.
- Knowledge of modern methods of classifying, indexing, filing and preserving identification records and evidence.
- Knowledge of accepted principles of supervision, including accepted principles of providing on-the-job training.
- Ability to write logical and concise reports and to prepare and maintain clear, accurate and concise notes and records.
- Ability to supervise and direct the work of others.
Competency Knowledges, Skills and Abilities
- Knowledge of Police Department procedures related to the Latent Fingerprint Unit.
- Knowledge of City and Police Departmental procedures and guidelines.
- Ability to read, understand and follow departmental policies, rules, instructions, laws and ordinances.
- Ability to work harmoniously with department personnel, representatives of other law enforcement agencies and public and private agencies or groups.
Training and Experience
Possession of a high school diploma or its equivalent, and six (6) years of full-time or its equivalent experience as a journey level fingerprint examiner in a public jurisdiction with duties at least equal to a Latent Fingerprint Examiner II in San Jose. Two of these years must demonstrate experience in a supervisory role or in lead responsibilities for fingerprint identification personnel.
Licenses
Possession of a valid California Motor Vehicle Operator’s License. Possession of a Certified Latent Print Examiner’s Certification is required.
