EMERGENCY PREPAREDNESS DIRECTOR (U) (2341)
CLASS PURPOSE
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Manages, directs, and supervises the preparation of all phases of the City's emergency plan.
Plans, organizes, directs and evaluates emergency preparedness functions and programs; directs the study and analysis of vulnerability to disaster and response capabilities; develops and implements disaster mitigation plans and programs.
Coordinates and participates in various task forces and special committees.
Confers with and negotiates agreements with public, non-profit and private sector-resource agencies for support to the City in the event of a declared emergency.
Directs and supervises volunteer organizations such as the Amateur Radio Operators and Individual Mobilization Augmentees (IMA).
Confers with State and Federal emergency planning representatives in supporting City emergency services activities.
Prepares budgets and related documents for Federal, State and City funding; supervises the expenditures of funds.
Promotes civil defense and disaster emergency programs; provides self-help programs on emergency planning and preparedness to neighborhoods, school districts, and business and industry.
Plans, directs and critiques disaster training exercises to test all elements of the City's emergency plan; provides related training for City employees.
Sites, stocks, equips and maintains an Emergency Operations Center (EOC); schedules regular testing procedures to insure operational efficiency; activates sections of the emergency plan at the direction of the City Manager.
Assures conformity of City emergency preparedness programs with Federal and State requirements.
Typical End Results Include: A well developed emergency services program which functions effectively to reduce the potential for injury and loss of life and property damage resulting from a disaster and to aide in speedy recovery from such disaster; emergency preparedness and mitigation programs; an emergency operations center which is properly equipped and maintained in a constant state of readiness to deal with emergency or disaster conditions.

QUALIFICATIONS
Knowledge of the principles and practices of effective management including planning, organization, delegation and evaluation.
Knowledge of the principles and practices of public administration germane to control and administration of a major city's population in emergency situations, and of the techniques for employing available resources.
Knowledge of the techniques of effective leadership and of the principles of motivation and supervision.
Knowledge of the principles and practices of disaster preparedness, planning, program development and management.
Knowledge of the principles of public relations, negotiation and persuasion.
Ability to organize a cooperative effort from non-subordinate City staff who may hold high level management positions, and to promote interest and cooperative efforts from diverse civic groups.
Ability to write and communicate effectively in high visibility settings.
Ability to effectively organize and supervise assigned staff and volunteers, and to secure the necessary resources to accomplish program objectives.
Competency Knowledges, Skills and Abilities
Knowledge of the particular geography, emergency/disaster hazards, and emergency planning for the City of San Jose.
Knowledge of the functions of various City departments and outside agencies as they impact emergency preparedness and emergency response in the City of San Jose.
