CLASS PURPOSE
Under administrative direction, performs work of considerable difficulty planning, organizing and directing a major division of the Department of Parks, Recreation and Neighborhood Services. Performs related work as required.

TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)

• Participates in and advises the Department Director in the planning and formulation of departmental policy.
• Provides direct supervision over the Recreation and Community Services, Youth Services, Neighborhood Services or Parks Division.
• Directs and performs special projects and strategic planning programs that impact departmental operations.
• Represents the Department in a variety of interdepartmental, intergovernmental and community matters.
• Directs and participates in the preparation and implementation of a division’s operating and capital budgets.
• Plans, develops and evaluates program objectives, service levels, revenue generation, and resource utilization in order to meet changing community needs.
• Directs the preparation and implementation of goals and objectives of the division.
• Administers the monitoring process of all service contracts, concession contracts and grants within the division.
• Through subordinate supervisory personnel, assigns, trains, supervises and evaluates a large staff and their work.
• Performs important and difficult public liaison work in explaining and interpreting division programs.

TYPICAL END RESULTS INCLUDE
Provision of services and maintenance of facilities that offer recreation, education, entertainment, human services and enrichment opportunities to all citizens; protection and enhancement of the human and environmental resources of the City; a sound marketing program; and fiscal plans and controls; revenue generation; resource allocation; organizational development; representation of the Department within the City and with outside agencies; administrative direction of the division.

An incumbent in this classification is responsible for planning, organizing and directing the programs of a major division of the Department of Parks, Recreation and Neighborhood Services. Incumbents report to the Director of Parks, Recreation, and Neighborhood Services.

• Knowledge of the principles and practices of public and business administration.
• Knowledge of principles and practices of Recreation and Community Services, or Neighborhood Services, or Youth Services or Parks administration.
• Knowledge of budget preparation and administration.
• Knowledge of group dynamics and communication skills.
• Ability to prepare clear and concise reports and to present them effectively, both orally and in writing.

• Knowledge of principles of the City of San Jose's budgeting and accounting system.
• Knowledge of the City’s Civil Service System..
• Knowledge of available resources, including governmental programs, financial grants and community resources.
• Ability to direct, oversee, control and manage the work of others, with special emphasis in executive management control.
• Ability to organize, manage and evaluate a large division according to the City’s values, vision and overall mission.

Training And Experience:
Any combination of training and experience equivalent to a bachelor's degree in Parks Administration, Recreation and Leisure Studies, Public or Business Administration or a closely related field (a master's degree is desirable), plus five (5) years of administrative experience including at least two (2) years of management level experience in one or more of the following areas: park maintenance; recreation and human services; and the development and operation of public and/or private commercial recreation programs and facilities.

License/Certificates
Possession of a valid driver's license authorizing operation of a motor vehicle in the State of California.
