OPERATIONS MANAGER (3526)
CLASS
PURPOSE
TYPICAL
DUTIES AND RESULTS (The position may not include all the duties listed, nor do the
examples cover all the duties which may be performed.)
Manages,
directs, plans, organizes and coordinates the day-to-day airside/landside
operations of the airport.
Consults
and provides direction to implement Airport System operational policies;
Directs
the preparation of daily inspection reports and log entries; analyzes and
reviews operational and activity reports.
Opens
and closes airport to aircraft operations based upon conditions and safety
issues.
Coordinates
the review and approval of construction projects and specifications as they
apply to airside/landside operations.
Assists
in the preparation of ordinances for airfield rules and regulations, ground
transportation, vehicular traffic and the operation of airport surface and
garage parking facilities.
Makes
recommendations concerning parking management policies and procedures.
Coordinates
rescue and post-accident recovery operations.
Enforces
Federal, State, and local rules and regulations governing airport use.
Establishes,
directs, publishes and maintains standard operating procedures; directs the
publication of rules and regulations governing the use of airport
facilities; and ensures that air traffic and safety regulations are
consistent with Federal standards.
Acts
as liaison between members of Federal agencies, air carriers, fixed base
operators, airport users and the public relative to various phases of
airport operations.
Assists
in the formulation of plans for airport and aviation development.
Assists
the Airport's legal consul in current matters relating to Federal, State and
local law, which affect operating decisions, plans,

to airport certification that assures the safe and efficient movement of

QUALIFICATIONS
Knowledge
of the operations and management of a major airport.
Knowledge
of the practices and procedures of all airside and landside activities and
functions.
Knowledge
of financial practices relating to an airport operating budget.
Knowledge
of effective management, supervisory and negotiation principles and
practices.
Knowledge
of aviation and airport industry standards, policies, practices, standards
and rules.
Ability
to relate effectively with Federal agency employees, air carrier employees,
private aircraft operators, fellow employees and the air traveling public.
Ability
to express oneself clearly, concisely and effectively, both orally and in
writing.
Competency
Knowledges, Skills and Abilities
Knowledge
of current and proposed legislation as it affects airports and air
transportation in general, airport security and safety, and air carrier
operations; and Federal Aviation Administration and Public Utilities
Commission decisions and regulations.
Ability
to prepare and administer an airport's operating budget.
Ability
to analyze and evaluate problems, to make appropriate recommendations and to
effect appropriate courses of action.
Ability
to establish and maintain systems, procedures and records designed to meet
the complex demands of a variety of agencies.
Special
Airport Requirement
Training and Experience:
Any combination of training and experience
equivalent to successful completion of advanced college coursework from an
accredited college or university in Aviation Management, Business
Administration, Public Administration or a closely related field and six years
(6) of increasingly responsible professional analytical and management
experience, including three (3) years of recent airport management experience at
the level of an Airport Operations Superintendent.
