CROSS CONNECTION SPECIALIST (3630)
CLASS PURPOSE
Under general supervision, performs specialized function of moderate difficulty in the administration and maintenance of the Municipal Water Systems cross connection control and backflow prevention program. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Performs on-site inspections of customer facilities to evaluate backflow problems and determines necessary corrective measures.
Inspects customer facilities and backflow prevention device installation to determine compliance with City codes and State regulations and approves or denies installation.
Investigates water contamination or pollution problems involving the public water distribution system.
Communicates with customers, device-assembly testers, plumbers and others; issues corrective recommendations and reviews plans and work done to insure conformance with good sanitary practice and compliance with existing rules and regulations.
Schedules testing frequency of privately owned backflow devices to insure proper orientation and initiates monthly notices to customers to inform them of periodic testing and maintenance of backflow devices; insures that testing and/or repair is completed.
Maintains accurate computerized data base of backflow devices, adds and deletes accounts and updates annual testing information.
Maintains and updates a reference list of qualified private contractor backflow device-testers and of approved types of protective devices.
Responds to inquiries and provides technical information to the public relating to backflow prevention .
Assists technical staff in interpreting laboratory analysis and results of water sampling as required.
DISTINGUISHING CHARACTERISTICS
An incumbent in this class performs specialized administration and maintenance of cross connection inspection and control program for the purpose of preventing the installation of unprotected connections between domestic water supply and sources of water that would be unsafe for drinking purposes. The incumbent of this class is supervised by the Water System Supervisor.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
Knowledge of the basic principles and practices of cross connection control and backflow prevention.
Knowledge of the principles, materials and methods used in the design of plumbing systems.
Knowledge of American Water Works Association testing specifications in backflow prevention.
Ability to establish and maintain effective working relationships.
Ability to understand and carry out oral and written instructions.
Ability to maintain computerized data base and write simple reports.
Competency Knowledges, Skills and Abilities
Knowledge of the application of local and State regulations and standards relative to cross connection control and backflow prevention.
Knowledge of inspection techniques and evaluation of compliance requirements and the ability to recommend corrective actions.
Ability to understand hydraulics and interpret mechanical and plumbing plans relative to backflow prevention.
Ability to organize and maintain accurate computerized data base and analyze such data.
Ability to prepare clear and comprehensive reports.
Ability to establish and maintain effective working relations with City staff, outside agencies and the general public.
Training And Experience
Any combination of training and experience equivalent to completion of high school and one (1) year of experience in cross connection control and backflow prevention inspections of water systems and program administration.
License/Certificates
As a condition of employment, incumbents are required to possess a valid driver's license authorizing operation of a motor vehicle in the State of California. As a condition of employment, incumbents must possess a valid American Water Works Association (AWWA) Backflow Prevention Assembly General Tester Certificate and the AWWA Cross Connection Control Specialist Grade I Certificate at the time of appointment.
