CHIEF OF SURVEYS (3783)
CLASS PURPOSE
Under direction, supervises surveying personnel and performs surveying work of considerable difficulty. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Provides direction and supervises several field survey crews to locate property lines, gather data for topographic surveys and stake construction projects.
Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.
Reviews, approves or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.
Computes and adjusts angles, distances, bearings, traverses and elevations.
Consults with public and private engineers, inspectors, and contractors relative to requested work and coordinates any necessary activities.
Prepares reports and memos on City projects. Acquires, catalogs, files and maintains office records on data pertinent to field surveys.
Researches existing records and compiles data required for survey projects.
Performs complex mathematical and surveying calculations.
Reviews completed work and prepares any required reports.
Establishes new procedures and methods which improve efficiency and productivity of the survey section.
Participates in pre-construction, project scheduling, and other meetings concerning survey matters.
Interviews, selects, trains and evaluates survey personnel.
Participates in the annual budget preparation for the section.
Performs other duties as assigned.
Typical End Results Include:Effective supervision of field survey crews and office technical staff ensuring proper implementation of Survey Section's field procedures and on-time scheduling of field projects. Updated review and inspection of work performed by private or contract survey crews ensuring accuracy and conformity to establish legal and technical standards. Adequate and necessary staff training and guidance ensuring safe job performance and motivation of section's staff.
DISTINGUISHING CHARACTERISTICS
Incumbents of this class supervise and manage a large surveying unit, and perform sub-professional surveying work of considerable difficulty under the direction of the Land Surveyor. This class differs from the lower class of the Survey Field Supervisor in that incumbents of the latter supervise a survey crew and perform a variety of sub-professional surveying work of moderate difficulty under the direction of the Chief of Surveys.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
Knowledge of survey principles, problems, techniques, terminology and instruments used in making cross-section, profile, topographic, boundary and construction layout surveys.
Knowledge of mathematics, including algebra, geometry, trigonometry.
Knowledge of principles, techniques and terminology of civil engineering.
Knowledge of principles and terminology relating to construction inspection.
Knowledge of principles and terminology relating to drafting.
Knowledge of the principles and practices of supervision.
Ability to make complex engineering computations.
Ability to use and adjust complex surveying instruments.
Ability to maintain effective public relations.
Ability to plan, direct, train and evaluate the work of a large technical staff.
Ability to analyze situations and take the proper action.
Competency Knowledges, Skills and Abilities
Ability to independently carryout special assignments and/or analyses.
Ability to prepare and control the unit budget.
Ability to supervise and direct the activities of the technical staff.
Training And Experience
Any combination of training and experience equivalent to successful completion of high school and nine (9) years of increasingly responsible sub-professional engieering/surveying work, including theee (3) years at a level of a Survey Field Supervisor, Senior Engineering Technician, Senior Construction Inspector, or equivalent. (Completion of an Associate Degree in engineering technology equivalent to that given in an accredited California junior college or two years of college engineering courses may be substituted for two (2) years of the remaining required experience.)
License/Certificates
Possession of a Land Surveyor-in-Training certificate and possession of a valid driver's license authorizing the operation of a motor vehicle in the State of California.
