CODE ENFORCEMENT SUPERVISOR (3940)
CLASS PURPOSE
Under general direction, performs work of considerable difficulty in
supervising assigned staff enforcing various codes and ordinances relating to housing, building construction, zoning, solid waste facilities, signs and
health and safety. Performs administrative duties and other related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties
listed, nor do the examples cover all the duties which may be performed.)
- Supervises resolution of complaints received from private citizens and
other governmental agencies in relation to housing, building construction, environmental codes, health and safety, zoning, solid waste facilities, land
use, signs and related codes, rules and regulations.
- Participates in prosecuting cases in court; testifies in misdemeanor cases.
- Supervises gathering and relating facts to applicable ordinances, codes,
laws, rules and regulations and determining proper actions to be taken.
- Supervises preparation of detailed reports and correspondence regarding
code violations.
- Supervises review of plans, specifications and various authorizations in
order to issue permits and collect fees.
- Participates in planning and developing new forms, procedures, policies
and programs.
- Supervises staff in implementing enforcement programs in solid waste
disposal, noise abatement, vector control, abandoned and junk vehicles, special permits, animal and fowl control, swimming pool safety, housing,
zoning, land use, signs and other related activities.
- Develops and coordinates training programs, assigns work and evaluates
subordinate personnel.
- Assists in preparing code amendments and City Council reports.
- Assists in developing and implementing departmental policies and
procedures.
- Monitors staff compliance with procedures and policies.
- Evaluates housing conditions and orders condemnation proceedings when
necessary.
- Plans and coordinates neighborhood and housing improvement projects with
other agencies, City departments and groups and develops equitable solutions
to difficult problems in accordance with acceptable standards.
- Performs as an educator on the subject of housing code violations and
housing quality, interprets and explains complex and difficult code sections.
- Prepares reports on activities and represents the department in meetings
with commissions and other City departments concerned with housing, zoning, and environmental quality.
DISTINGUISHING CHARACTERISTICS
This is a supervising position for the Code Enforcement Inspector series
responsible for administration and supervision of work in the inspection, investigation and promotion of health, safety and environmental quality.
Primary responsibilities are training and directing assigned staff, in the performing of complaint investigations and inspections, code enforcement and
specialized programs or assignments. Incumbents are required to be deputized as Peace Officers.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of the principles of public administration.
- Knowledge of the principles of supervision.
- Knowledge of State and local government organizations, functions and
procedures pertaining to regulations and services in the fields of housing, zoning and environmental issues.
- Knowledge of the State Housing Act, the Uniform Housing Code, the Uniform
- Building Code, the Uniform Plumbing Code, the Uniform Mechanical Code, the
- National Electric Code and the San Jose Municipal Code.
- Knowledge of research methods and techniques.
- Ability to express oneself clearly and concisely, both orally and in
writing.
- Ability to read, understand and interpret laws, rules and regulations for
others and to analyze data.
- Ability to plan, organize, schedule, coordinate and supervise the work of
others.
- Ability to develop and implement work methods and procedures.
- Ability to present concise written and oral reports.
- Ability to establish and maintain good working relationships with
individuals, other departments, civic and community groups and the general public.
Competency Knowledges, Skills and Abilities
- Ability to build a highly effective staff of well trained and dedicated
inspectors.
- Ability to gain improved citizen compliance with City codes, ordinances,
etc. in assigned areas of responsibility.
- Ability to respond effectively to criticisms, complaints, Council
referrals, etc.
- Ability to complete assignments, projects and programs on schedule and
with acceptable quality.
Training and Experience
Any combination of training and experience equivalent to a Bachelor's
Degree from an accredited college or university plus three (3) years of journey level experience enforcing public agency codes and ordinances related
to housing, building construction, zoning, health, safety, solid waste facilities and signs.
Licenses/Certificates
Possession of a valid driver's license authorizing operation of a motor
vehicle in California.
As a condition of employment, incumbents may be required to use their
personal vehicles in performing the job duties.
