HOUSING POLICY AND PLANNING ADMINISTRATOR (3988)

CLASS PURPOSE
   Under general direction, performs work of considerable difficulty in the coordination and administration of planning, programming, policy development and program evaluation support services for the Department of Housing. Performs related work as required.

TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)

Typical End Results Include: Ensures the securing of capital funds and monies from Federal, State and private funding sources. Ensures the development of departmental procedures to simplify and maximize housing development processes and to provide compliance criteria with Federal, State housing, laws and the IRS codes. Ensures that various citizen housing task forces have adequate technical staff support services available for effective decision-making purposes. Ensures the proper review of Federal and State legislation evaluating their impacts upon the City's total housing programs and plans with the intent of influencing legislation to positively impact on San Jose housing programs. Ensures the monitoring of housing program operations for efficiency and effectiveness.

DISTINGUISHING CHARACTERISTICS
   This single position classification reports directly to the Director of Housing and is responsible for coordinating the development of housing policy and procedures and the securing of capital funds from outside sources. All other positions in the Division are supervised directly or indirectly by this position and each is delegated part of the total functions for which this position is available.

Training And Experience
   Any combination of training and experience equivalent to completion of advanced undergraduate course work from an accredited college or university in architecture, planning, public or business administration or related field and five (5) years of professional analytic or administrative experience which includes at least two (2) years of progressively responsible experience in housing, development, or redevelopment.

Licenses/Certificates
   Possession of a valid State of California driver's license.
