CLASS PURPOSE
Under Administrative direction performs work of unusual difficulty as a
department head responsible of planning, organizing and administering all elements of the City's housing programs, remains informed of sources of
housing funding and directs efforts to compete for funds; remains apprised of housing needs of all elements of the community; serves as the advocate of
housing programs in the community and in local government; integrates housing programs into the City's urban planning process and consults with the Housing
Commission.
TYPICAL DUTIES AND RESULTS
Plan, develop and manage the City's programs for housing conservation, rehabilitation and development.
Coordinates interdepartmental and interagency contracts and agreements.
Directs, assigns, trains, supervises and evaluates department staff; makes decisions and recommendations on employment, retention, promotion, progressive discipline and related personnel actions.
Directs efforts to secure housing funds from local, state and federal programs.
Represents the Department within City government and is an advocate of housing programs in the community and at all levels of government.
Remains apprised of sources of private and government funding for housing programs.
As the advocate of housing programs encourages developers and financial institutions to support housing objectives, for example, construction of in-fill housing.
Typical End Results Include: Effective policies and procedures to produce a timely and consistent loan process for housing rehabilitation and construction; Conducting a public relations program with the media and community interest groups which presents the positive aspects of housing programs and encourages participation by eligible citizens; A department staff which is well organized, highly motivated, well trained and effective in performing the mission of the Housing Department; A planning process used to insure that housing needs are considered in the City's urban planning process and that programs support the General Plan.
DISTINGUISHING CHARACTERISTICS
This is a single position class in the unclassified service which reports
to the Assistant City Manager. The position is distinguished by its full executive responsibility for the provision of housing services throughout the
City.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities:
Knowledge of the principles of public administration.
Knowledge of federal housing and Community Development Block Grant law, regulations and practices.
Knowledge of urban planning principles and practices.
Ability to motivate and direct a large professional staff and evaluate its performance.
Ability to make clear, concise and well organized oral and written presentations.
Competency Knowledges, Skills and Abilities
Detailed understanding of the City's urban planning process.
Knowledge of state redevelopment law pertaining to tax-exempt housing programs and financing.
Ability to interpret community needs and formulate clear policy to provide housing consistent with all priorities.
Ability to analyze administrative and operational problems and make appropriate recommendations.
Ability to communicate persuasively with individuals and groups about complex issues.
Ability to work effectively in a position of high visibility and stress on controversial issues of Citywide importance.
Training and Experience
Any combination of training and experience equivalent to a Bachelor's
degree from an accredited college or university in public administration, urban planning, public or environmental health or related field and ten (10)
years of increasingly responsible experience in administration of a public or private housing program of major scope and complexity, including five (5)
years at a policy making management level.
