DEPUTY
DIRECTOR FOR CODE ENFORCEMENT (4135)
CLASS PURPOSE
Under general direction, performs work of
considerable difficulty planning and managing the activities of the Code
Enforcement Division through supervising assigned staff enforcing various codes
and ordinances relating to housing, building construction, zoning, solid waste
facilities, signs, and health and safety. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position
may not include all the duties listed, nor do the examples cover all the duties
which may be performed.)
- Develops and directs all aspects of the City’s Code
Enforcement Program; formulates the Division’s work plan, and oversees its
implementation; provides research and analysis for and consultation to
executive management in all code enforcement issues.
- Oversees staff participation in prosecuting cases in
court.
- Supervises gathering and relating facts to applicable
ordinances, codes, laws, rules and regulations and determines the proper
action to be taken.
- Directs the preparation of detailed reports and
correspondence regarding code violations.
- Supervises all Code Enforcement staff in implementing
enforcement programs in solid waste disposal, noise abatement, abandoned and
junk vehicles, special permits, housing, zoning, land use, signs, and other
related activities.
- Directs the implementation of Department policies in
the Code Enforcement Division.
- Monitors staff compliance with policies and procedures.
- Oversees evaluation of housing conditions and the
ordering of condemnation proceedings when necessary.
- Manages inspection services in response to complaints
from citizens alleging code violations.
- Provides information to the mayor and City Council
members representing the City on numerous state, county, and regional
committees.
- Oversees the preparation of reports on activities and
represents the department in meetings with commissions and other City
departments concerned with housing, zoning, and environmental quality.
- Provides information to the City’s attorneys in
developing legally defined strategies in numerous litigations involving code
enforcement matters. Serves as a primary expert witness on behalf of the
City.
- Oversees resolution of complaints received from private
citizens and other governmental agencies in relation to housing, building
construction, environmental codes, health and safety, zoning, solid waste
facilities, land use, signs and related codes and regulations.
TYPICAL END RESULTS INCLUDE:
The development and proposal of ordinances and
policy changes which will meet community goals while adhering to administrative
requirements; the compliance on code violations through appropriate
administration of code enforcement tools and processes; the development of
budget proposals and the implementation of organizational changes designed to
maximize resources; the establishment of performance goals for the division to
measure effectiveness of code enforcement programs; and the preparation of
reports to City Council on code enforcement policies and issues.
DISTINGUISHING CHARACTERISTICS:
This is a single position management class in
the classified service that performs as a division chief in charge of the code
enforcement activities. The incumbent supervises and directs a staff of
professional and technical persons responsible for inspection, investigation and
promotion of health, safety and environmental quality. Primary responsibilities
include the planning, management, and implementation of all code enforcement
activities. This class differs from the Director of Planning in that the latter
class directs the activities associated with planning and implementation in land
use, building construction, and code enforcement.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of public administration principles,
practices and techniques.
- Knowledge of Federal, State, and local laws and
ordinances governing and relating to land use, health, safety, and building
codes.
- Ability to plan, coordinate, and supervise the work of
professional and sub-professional employees..
- Ability to deal courteously and effectively with
government officials, commissioners, representatives of various groups and
organizations, members of the press, and the general public.
- Ability to communicate clearly and concisely both
orally and in writing.
- Ability to formulate and direct difficult and complex
code enforcement programs.
- Ability to present concise written and oral reports.
- Ability to oversee the development and implementation
of work methods and procedures.
- Ability to direct, plan, organize, schedule, manage,
and supervise the work of other management employees.
Competency Knowledges, Skills and Abilities
- Knowledge of the principles of public administration as
applied to the problems of code enforcement.
- Knowledge of statistics and graphic presentation of
data.
- Knowledge of the principles of personnel administration
and budgetary control.
- Knowledge of the principles of personnel administration
and budgetary control.
- Ability to develop a sound public relations program and
to persuade others to follow the principles of effective planning.
Training And Experience
Any combination of training and experience
equivalent to two (2) years of graduate course work from an accredited college
or university in city or urban planning, public administration, or a related
field and three (3) years of increasingly responsible experience supervising
professional planning, building, or code enforcement staff in an organization
similar in size and complexity to the Code Enforcement Division in the City of
San Jose.
