CLASS SUMMARY
   Supervises and coordinates the most complex development projects and programs in one or more of the following areas or any other designated areas: housing, mixed-use housing, real estate development, neighborhood development, industrial development, or downtown development. May manage a development section or function independently. Performs related work as required.

DISTINGUISHING CHARACTERISTICS
   This is the third level of a three-level professional Development series. Incumbents of this class are responsible for performing project management and development activities for the most complex projects. Typically reports to a Division Manager. This class differs from the lower level of Development Officer by its responsibilities for any or all of the following: more complex development programs and projects, accomplishment of work through subordinate supervisors, and management of a development section. Differs from the higher level Division Manager who is responsible for an entire Division.

QUALIFICATIONS
   (These qualifications are typically required. An equivalent combination of education, experience, knowledge, skills, and abilities sufficient to satisfactorily perform the duties of the job may be substituted.)

Minimum Qualifications
Education and Experience

   Bachelor’s Degree from an accredited college or university in Planning, Housing, Geography, Economics, Business Administration, Public Administration, Political Science, Sociology or related field and five (5) years of increasingly responsible professional level, directly related work experience, including two years of supervisory or development project lead experience.

Required Licensing (such as driver’s license, certifications, etc.)
· Possession of a valid State of California driver’s license may be required for some assignments.

Basic Knowledge, Skills and Abilities
   (Needed at entry into the job in order to perform the essential duties.)

· Knowledge of the principles and practices of development activities.
· Knowledge of the principles and practices of public administration.
· Knowledge of the municipal administration processes, including budget preparation and control, planning, organization, and communication of complex governmental projects.
· Knowledge of basic research and analysis methodology and techniques.
· Knowledge of real estate finance, development, and appraisal.
· Knowledge of Federal, state, and private financial resources.
· Knowledge of applicable Federal, state, and municipal laws and policies relating to development.
· Ability to plan and coordinate the tabulation and analysis of data.
· Ability to interpret and evaluate research and statistical data.
· Ability to communicate effectively, both orally and in writing.
· Ability to develop and maintain effective work relationships with private and public agencies.
· Ability to effectively supervise and manage professional staff.

Desirable Qualifications

· Knowledge of the operations of the City's development process.
· Knowledge of the City's budget and accounting system.
· Knowledge of real estate finance and marketing.
· Knowledge of loan underwriting and title and escrow process.
· Ability to coordinate projects in order to secure compliance of City departments and state, Federal, and private sector agencies.

Manages various projects to include: determining the scope of the project, developing strategies and policies, coordinating staff and other resources, providing technical assistance/support, managing project budgets, negotiating contracts, writing reports, approving change orders, and leading the marketing, promotion and outreach activities. 2. Meets with developers, investors, and business people to promote development in the City of San Jose. Frequent
3. Works with neighborhoods and development groups to identify development needs and explain projects and programs. Frequent
4. Works with governmental and private agencies at all levels to secure funding for development programs; includes assisting in packaging bond issues and other large, complex funding sources.  Frequent
5. Supervises staff in the administration of the plan approval process and in the writing of applications for various types of governmental assistance. Frequent
6. Supervises staff in providing and/or provides technical assistance to developers/investors interested in development projects within the City of San Jose. Frequent
7. Supervises and performs the review, identification, and inventory of sites appropriate for development. Frequent
8. Supervises or leads others in, and performs the more difficult aspects of development programs and projects. Continuous
9. Attends various meetings with staff, administrators and various private and community organizations to discuss project status; makes presentations, and represents the City with high levels of government and community organizations.

Accomplishes work through subordinate supervisors, such as Development Officers, and may also directly supervise supervisory, professional and clerical staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and, making hiring, termination, and disciplinary recommendations and any other recommendations related to the change in status of employees.
