REDEVELOPMENT PROGRAM MANAGER (4232)
CLASS PURPOSE
Under general
direction, performs work of considerable difficulty directing and
coordinating the preparation and implementation and management of
City and Redevelopment programs and/or projects affecting the
central and industrial areas of the City. Performs related work
as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Directs and
conducts the preparation and implementation of capital
improvement programs and necessary financing methods to attract private industrial and commercial investment.
Negotiates
with private developers to insure the economic
development potential of the City.
Supervises the development, implementation and management of land acquisition strategies for the Redevelopment Agency.
Supervises the conduct of market analyses and feasibility studies of economic development.
Directs and coordinates commercial/industrial development and redevelopment process by working with other departments, private developers and other governmental agencies to assure compliance with administrative, zoning and building code requirements.
Directs and coordinates the study, analysis and management of development and redevelopment programs and/or projects, coordinates the necessary contract administration, and reviews and prepares the schedules of the project's development.
Supervises the preparation and control of major portions of the annual department budget and represents the department in budget hearings.
Maintains effective working relationships with other City departments, county offices, state and federal agencies involved in the activities of development or redevelopment, and may represent the City in contacts with the media, business, civic and other groups.
Participates in the planning and implementation of the Downtown Parking
Program and other City and Redevelopment Agency programs.
TYPICAL END RESULTS INCLUDE: Assures the timely preparation, implementation and management of City Redevelopment programs; ensures in a timely and cost effective manner the purchase of Agency property; ensures the preparation, implementation and management of capital improvement programs and financing methods to attract private and commercial investment; ensures the compliance with laws and regulations protecting the City's interests.
DISTINGUISHING
CHARACTERISTICS
Incumbents in this
class report to the Deputy City Manager or a division director in
the Redevelopment Agency and direct and coordinate major
Development and Redevelopment programs and projects. Incumbents
in this class plan and direct the major work programs and
supervise a group of professional project managers or development
officers in the Redevelopment Agency.
QUALIFICATIONS
Minimum
Knowledges,
Skills and Abilities
Knowledge of the principles and practices of public administration and management.
Knowledge of federal, state and local law relating to development and redevelopment projects.
Knowledge of the principles and practices of private and public finances with respect to building economics and housing development.
Ability to stimulate and motivate individuals and groups to achieve designated goals.
Ability to prepare clear, concise reports and to present them effectively both orally and in writing.
Ability to negotiate land purchases, disposition and development agreements.
Competency Knowledges, Skills and Abilities
Knowledge of the role of City government in San Jose and its relationship with other governmental agencies.
Knowledge of the City's budget and accounting system.
Knowledge of the operations of the City's development process.
Ability to analyze complex problems, make rapid decisions within the scope of authority and to recommend effective action.
TRAINING AND
EXPERIENCE
Any combination of
training and experience in architecture, planning, public or
business administration or related field equivalent to six (6)
years of increasingly responsible professional level planning or
staff work including at least two (2) years directing and
managing a large and complex development or redevelopment
project.
LICENSES/CERTIFICATES
Possession of valid
State of California driver's license authorizing operation of a
motor vehicle in California.
