CLASS PURPOSE
   Under general supervision, performs a variety of professional sanitary engineering assignments of moderate difficulty at the Department of Water Pollution Control. Performs related work as required.

TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)

• Evaluates and regulates the performance of the treatment processes and unit operations, ensures efficient overall treatment, and evaluates innovative process modifications.

• Conducts training and discussion sessions

• Performs research projects dealing with all aspects related to a large wastewater treatment plant.

• Provides technical assistance in engineering discussions.

• Performs a variety of sanitary engineering computations and analyses related to the characteristics of waste water and prepares related reports.

• Remains apprised of new wastewater treatment methods and equipment and evaluates their potential application to plant operations.

• Develops, and checks plans, estimates, and specifications for waste water facilities; may recommend changes to conform with objectives.

• Develops water quality and wastewater treatment standards; keeps abreast of changing regulations, standards, and techniques.

• Reviews, prepares, or directs the preparation of records of treatment plant operations.

• Compiles data and reports of section operation and monthly and annual.

• Conducts tour groups through the wastewater treatment plant and explains operations, and processes control related subjects.

• Participates in the development and preparation of training material for plant operating personnel.

• May direct the work of others as assigned.

DISTINGUISHING CHARACTERISTICS
   This is the first level in a three class environmental engineering series. Incumbents of this class perform a variety of professional sanitary engineering assignments at the Water Pollution Control Plant. This class differs from that of the next higher class of Senior Sanitary Engineer in that incumbents of the latter class assist the Principal Sanitary Engineer, in his capacity as division head, in planning, coordinating, and directing activities in the Operations or Technical Services Divisions, and supervising of professional and technical personnel.

QUALIFICATIONS
   Minimum Knowledges, Skills and Abilities

• Knowledge of sanitary engineering principles and practices.

• Knowledge of bacteriological, chemical, biological, and physical tests applied to waste water.

• Knowledge of waste water treatment methods and equipment, engineering mathematics and hydraulic principles.

• Knowledge of State and local rules and standards governing the operation of a waste water treatment plant.

• Knowledge of the applications of computer technology to sanitary engineering problems.

• Knowledge of the fundamentals of engineering research and accepted research procedures.

• Ability to apply engineering principles to the solution of sanitary engineering problems and to perform engineering studies and make evaluations.

• Ability to perform a variety of routine tests on waste water and to interpret test data.

• Ability to deal effectively with the public and with other employees.

• Ability to analyze data, prepare and interpret maps, diagrams, charts and drawings, and write reports.

Competency Knowledges, Skills and Abilities

• Knowledge of the practices, policies and procedures of the Water Pollution

• Control Plant operations and of the emergency procedures.

• Knowledge of changing regulations, standards, and techniques in the field of waste water engineering and of new technology, methods, and equipment.

• Ability to direct the work of others.

• Ability to develop, prepare, and utilize a variety of computer programs for the analysis and solution of plant operations problems.

• Ability to write clear and concise technical reports.

Training and Experience
   Any combination of training and experience equivalent to successful completion of advanced undergraduate course work from an accredited college or university in an engineering science or environmental engineering, and one (1) year of professional sanitary or closely related engineering experience
   Possession of a valid Engineer-in-Training Certificate or a valid Professional Engineer Certificate issued by the State of California, or Master's reciprocal states, may be substituted for the required education. A degree with specialty in sanitary or environmental engineering may be substituted for the required experience.
