AIRPORT NOISE ABATEMENT MANAGER (5245)
CLASS PURPOSE
Under direction, performs work of considerable difficulty in managing the Airport Noise function and providing the technical and management level expertise needed to effectively manage airport/aircraft noise issues through interaction with the public, airlines and city administration. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Manages Airport Noise Center and the operation of the Airport Sound Monitoring System used to measure/record and compute the Community Noise Equivalent Level.
Ensures the prompt and professional response to citizen noise complaints and other public concerns regarding airport noise operations.
Analyzes airport noise issues; prepares reports and special studies; makes recommendations for effective abatement policies.
Coordinates with other airport divisions on issues related to airport noise and implements decisions.
Makes presentations relative to the airport's impact on the sound environment of San Jose and surrounding communities to public agencies, business and civic groups and other organizations.
Administers related consultant contracts; prepares documentation for consultant selection and manages consultant work on projects.
Reviews legislation on airport noise and analyzes potential impacts to Noise Control Program.
Administers site leases for monitoring stations.
Acts as support staff to Airport Noise Advisory Committee.
Makes presentations to City Council, Transportation and Development Committee and Airport Commission as required.
Coordinates airport state noise variance process with appropriate California State government officials.
Evaluates noise monitoring system components; recommends equipment specifications and recommends equipment maintenance and consulting services.
DISTINGUISHING CHARACTERISTICS
This classification, reporting to a Deputy Director of Aviation, manages the Airport's Noise Abatement section, supervising a Senior Airport Noise Specialist who is engaged in the more technical aspects of noise monitoring/measurement and its impact on the surrounding community.
Typical End Results Include: A noise abatement program that complies with Federal regulations; an adequately trained staff in the requirements of sound monitoring and measurement; in-depth analytical reports and recommendations regarding the management and abatement of noise issues.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
Knowledge of the principles, practices and problems of Airport administration, management and operations, especially as it applies to noise abatement issues.
Knowledge of the characteristics of aircraft noise and noise exposure analysis.
Knowledge of local, state and federal regulations that pertain to the control of aircraft noise.
Knowledge of principles and practices of supervision.
Knowledge of report writing techniques and the principles of editing. Ability to evaluate administrative and noise abatement problems and present solutions.
Ability to organize, analyze and interpret data.
Ability to effectively interface with members of the public on those areas that involve the Airport Sound Monitoring Program.
Ability to administer leases, fees/charges and equipment purchasing activities.
Ability to express oneself, clearly and concisely, both orally and in writing.
Competency Knowledges, Skills and Abilities
Knowledge of federal, state and local noise environmental standards, rules, regulations, terms and agency structure.
Knowledge of federal, state and local laws, rules and regulations affecting airport, air traffic controls and flight operations.
Knowledge of aviation procedures, environmental review procedures and the role of airport noise impacts in the context of an urban airport.
Ability to direct the work of a complex analysis unit.
Ability to effectively manage an Aircraft Noise Monitoring Center in the context of the overall airport noise program.
Ability to make effective oral and written presentations to airport senior management, senior city staff and the city council.
Special Airport Requirement
This Airport specific classification requires each candidate to satisfactorily complete a Federal Aviation Administration (FAA) 10-year employment history verification which may include a criminal history records check prior to being considered for a position in this class.
Training and Experience
Any combination of training and experience equivalent to a bachelor's degree in Aviation Management, Business Administration, Public Administration or a closely related field and five (5) years administrative experience, including one (1) year managing noise abatement or noise monitoring activities.
