CLASS SUMMARY
Under direction, performs work of considerable difficulty, managing a branch library or a major section of the Main Library, or a major library program or service.
DISTINGUISHING CHARACTERISTICS
An incumbent of this class performs full professional level Librarian duties and assumes supervision or management of a major section of the Main Library, a branch library, or a major library program or service (such as Access Services). This class differs from the next higher class, Supervising Librarian, in that incumbents of the latter class manage or supervise a region, site, or system-wide professional support service. It differs from the next lower class of Librarian II in that incumbents of that class usually are assigned professional Librarian duties for a defined age group in a branch library, or in charge of a branch for limited hours, or small unit of the Main Library.
QUALIFICATIONS
(These qualifications are typically required. An equivalent combination of education, experience, knowledge, skills, and abilities sufficient to satisfactorily perform the duties of the job may be substituted.)
Minimum Qualifications
Education and Experience
Master’s Degree in Library Science from an accredited college or university, plus three (3) years of increasingly responsible professional library experience, including supervision or lead responsibility for professional and technical staff.
If assigned to a specialized program or service:
Bachelor’s degree from an accredited college or university and four years of increasingly responsible professional experience related to the particular program assignment.

Basic Knowledge, Skills and Abilities
(Needed at entry into the job in order to perform the essential duties.)
· Knowledge of the principles and practices of library science, including community needs assessment, reference services, technical services function including acquisitions of materials, circulation practices, theory and application of library automation and of all information formats, including print and nonprint media.
· Knowledge of library system and/or library program procedures, services, policies, goals, and objectives.
· Knowledge of the principles and practices of library or library program administration and supervision.
· Knowledge of the principles and practices of organization, management, personnel administration and supervision.
· Ability to supervise, organize, plan and direct the activities of a section of library services, or a library program
· Ability to establish and maintain good working relationships with others, to work effectively with patrons of diverse backgrounds.
· Ability to express oneself clearly and concisely, both orally and in writing.
· Some positions may require knowledge of grant writing, fund raising, budgetary principles and practices and public relations techniques.
· Some positions may require the ability to read, write and speak a second language other than English.
· Ability to identify and analyze community interests and needs and when appropriate recommend library and program policies to meet those needs.

· Master’s degree, if assigned to a specialized program or service.
· Knowledge of the City of San Jose budget process.
· Knowledge of the services, procedures and systems of the San Jose City Library system.
· Knowledge of particular communities and community groups and demonstrated ability to work constructively with them.
· Ability to manage, improve or expand an assigned section, branch or program.
· Ability to gather and analyze data to facilitate and improve library or library program procedures and techniques.
· Ability to plan, coordinate, implement and promote a citywide program, analyze needs and recommend program policies to meet those needs.
