CLASS PURPOSE
Under direction,
performs work of moderate difficulty, with responsibility for a
comprehensive recreational and community services program in a
large geographic area, target City wide programs or special
events and activities which may include outreach responsibilities
and/or complex programming for elementary, youth, adult and
gerontology services. Performs related work as required.
TYPICAL DUTIES AND RESULTS(Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Plans, organizes and supervises recreation and community services programs for all age groups.
Identifies and analyzes the recreation and community services needs for a large geographic area with diverse communities.
Prepares objectives for district-wide programs, targeted City-wide programs or special events and activities.
Directs, reviews and approves development of recreation and human services program goals within assigned area.
Initiates and establishes policies and procedures as they relate to recreation programs; enforces policies regarding program operations.
Prepares reports on program operation, such as quarterly reports, monthly summaries, grant program evaluations and memorandums.
Initiates, maintains and develops effective working relationships with schools, agencies, businesses and community groups. Develops outreach programs with agencies which are designed to encourage co-sponsorship of activities and events.
Supervises and initiates contacts and negotiations for use of various facilities for a variety of recreation and community service programs.
Develops policies and procedures governing management and use of facilities.
Schedules a variety of facilities for use by the department, other departments and outside agencies.
Prepares and implements budgets for recreation programs for an assigned area.
Develops grant proposals and monitors grant programs.
Supervises employees through training, assigning and monitoring work. Recommends employment, retention, promotion, demotion, and completes performance evaluations.
DISTINGUISHING
CHARACTERISTICS
An employee in this
class is responsible for planning, organizing and supervising
comprehensive recreation and community services programs in a
large geographic area consisting of a number of community service
areas. This class differs from the classes of Youth Specialist,
Gerontology Specialist and Therapeutic Specialist in that
incumbents of those classes are concerned with a specific
community service area with programs targeted for specialized
populations. This class differs from that of Recreation Program
Coordinator in that incumbents of the latter class are concerned
with a specific community center, targeted City-wide programs, or
special events and activities. This class differs from the next
higher class of Principal Recreation Supervisor in that
incumbents of the later supervise community services within a
major specialty area or a major comprehensive City-wide
recreation program.
QUALIFICATIONS
Minimum
Knowledges,
Skills and Abilities
Knowledge of general recreation and community services needs.
Knowledge of principles and practices of supervision.
Knowledge of various sources of funding and community resources for recreation programs and services.
Ability to coordinate, conduct and supervise a variety of recreation activities of City-wide scope or specialized programs targeted to elementary youth, adult, gerontology, or other specialized populations.
Ability to establish and maintain effective working relationships with all levels of employees and the public.
Ability to express oneself clearly and concisely, both orally and in writing.
Ability to mediate and resolve problems and concerns of a difficult nature.
Competency Knowledges, Skills and Abilities
Knowledge of basic accounting and budgeting.
Knowledge of special program standards and their applications.
Knowledge of leisure marketing skills (public information and program promotion).
Knowledge of grant writing.
Ability to operate software programs including databases and spreadsheets.
Training and
Experience
Any combination of
training and experience equivalent to successful completion of
advanced undergraduate course work from an accredited college or
university in Recreation and Leisure studies, Physical Education,
or closely related field, plus two (2) years of recreation
programming experience. There may be no substitution of education
for the required experience.
Licenses/Certificates
As a condition of
employment in some designated positions, possession of a valid
State of California Class A or B
driver's license with applicable endorsements may be required in
the performance of job duties.
