CLASS PURPOSE
Positions in this class are responsible for professional analytical work in a
variety of analytical assignments at the Office of the Independent Police
Auditor (IPA), providing analysis, development, implementation, and evaluation
of the citizen complaint process and administration, and are responsible for
community outreach. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the
duties listed, nor do the examples cover all the duties which may be performed.)
- Assembles, arrays, processes, and analyzes data.
- Ensures the currency, accuracy, and integrity of the databases.
- Reviews and analyzes complaint records from the Professional Standards and
Conduct Unit (PSCU), Chief of Police monthly reports by the PSCU, and the
Police Background monthly and biannual reports from the Information
Technology Department.
- Monitors and identifies patterns and trends in citizen complaints,
researches existing policies and procedures from the San Jose Police
Department Duty Manual, and makes recommendations of change.
- Creates effective databases to automate and standardize the complaint
process as well as facilitate and identify patterns and trends in citizen
complaints.
- Creates macros and program routines and edits programs used in searching,
retrieving, and formatting data.
- Establishes and maintains an informative review process of audits.
- Responsible for the validity and the completion of audits.
- Writes the statistical biannual report for the Independent Police Auditor,
including assembling and analyzing data, charting and graphing data, and
editing the report.
- Prepares the biannual Newsletter.
- Evaluates and prepares recommendations on databases, trends, and new
issues.
- Establishes goals and techniques in preparation for the biannual report.
- Participates in recruiting and examining of new employees, including
administering tests and participating in oral interviews; responsible for
training new hires.
- Responsible for community outreach.
- Represents the Office of the Independent Police Auditor in the community
and at professional meetings.
DISTINGUISHING CHARACTERISTICS
Police Data Analyst I is the entry level class that performs the more routine
analytic work, where supervision and training are given in detail. Police Data
Analyst II is the experienced level in data analytic work where the incumbent
can independently perform professional analytic work of considerable difficulty.
QUALIFICATIONS
- Knowledge of report writing techniques, the principles of editing, and
basic statistical methods.
- Knowledge of general research techniques and their application.
- Knowledge of modern principles of organization, administration, and
management.
- Ability to collect, compile, analyze, and interpret data.
- Ability to identify the problem and make recommendations.
- Ability to deal with sensitive issues and confidential information.
- Ability to understand, interpret, and apply instructions and basic legal
requirements to create a productive complaint process database and audit
database.
- Ability to assist other employees in technical and procedural activities.
- Ability to establish and maintain effective working relationships with
others.
- Ability to express oneself, clearly and concisely, both orally and in
writing, and to edit written material.
Competency Knowledge, Skills and Abilities
- Ability to gather and array, process, and analyze data concerning a
variety of issues and trends.
- Ability to analyze problems, create solutions, and motivate others to
adopt effective courses of actions, and to stimulate and motivate
individuals and groups to achieve desired goals.
- Ability to prepare studies and reports concerning complex matters and
situations.
- Knowledge of software applications to compile and analyze data and prepare
reports. The software applications required are Microsoft Word and Excel,
Adobe PageMaker, macro programming in Claris FileMaker Pro, and Fox Pro.
- Knowledge of general accounting principles and government auditing
standards.
- Knowledge of the San Jose Police Department Duty Manual.
- Ability to establish rapport and maintain effective working relations with
other department staff, other City department community members, and
citizens involved in the activities of the department.
- Bilingual ability strongly preferred.
Training and Experience
Any combination of training and experience equivalent to completion of a
Baccalaureate Degree from an accredited college or university in the business or
public administration, or closely related fields.
