Shirley Goings - Executive Assistant/Scheduler                 
A lifelong resident of District 9, Shirley is passionate about her community. She handles office administration, scheduling, community outreach grants, constituent services, as well as database management.

Scott Hughes- Chief of Staff                                                

Scott Hughes was raised in Colorado and moved to California to attend school at Sonoma State University. As a Physical Education major, Scott studied Kinesiology, and outside of the classroom played soccer for the SSU Seawolves. Prior to joining the District 9 team, Scott worked for a political firm in the Silicon Valley, consulting on all types of political campaigns from the local to federal levels.

Scott covers the following committees and commissions: Community and Economy Development Committee, Neighborhood Services & Education Committee, Airport Commission, Association of Bay Area Government, Downtown Parking Board, SJ/SV Chamber of Commerce, SCC Board of Supervisors, San José Sports Authority, Arena Authority, Baseball Stadium Project, Citizen Corps Council, Veterans and Military, and Parks & Recreation.

Frank Ponciano - Policy Aide                                                    

Frank is a native New Yorker and a San Jose transplant. Working with PACT, Frank organized communities in the East and South of San Jose around housing, immigration and education issues. Above all, Frank is passionate about empowering historically ignored communities to take part in the democratic process. He joined Councilmember Rocha's staff in 2017 to continue activating communities in D9.

Policy Assignments: Housing, Environment and Water. 
Commissions: Neighborhood and Housing.

Carol Stephenson - Policy Aide                                                 
A South Bay native, Carol has worked in nonprofits in the Santa Clara Valley for over 20 years. After practicing immigration law, Carol received a Masters in Mexican American Studies at San Jose State University so that she could more effectively organize and advocate on immigration issues. Carol's greatest enjoyment working in District 9 is supporting the wonderful efforts of residents who give so much to our neighborhoods. 

Policy Assignments: Seniors, Education, Health and Cultural Affairs.
Commissions: Senior Citizens and Arts.

Jenny Bradanini - Policy Aide                                                            
Jenny moved from San Francisco to San Jose 17 years ago to raise her family.   Jenny is deeply involved in grassroots organizing both locally and nationally.  Jenny is one of the co-founders of the Santa Clara County Democratic Club’s Women’s Caucus, President of Women’s March Bay Area and was the lead organizer for both of the San Jose Women’s Marches.   Jenny is passionate about gender equality and protecting civil and human rights.  She joined Councilmember Rocha’s staff excited to provide support to the wonderful neighbors and business in D9.

Policy Assignments: Animal Control, Public Safety, Social Justice/Human Rights, Gender Equity and Libraries
Commissions: Human Services, Libraries & Early Child Care
