Emergency Solutions Grants
Annually, the City of San José receives funds from the U.S. Department of Housing and Urban Development (HUD) to administer the Emergency Solutions Grants (ESG) program. This program is designed to identify sheltered and unsheltered homeless persons, as well as those at risk of homelessness, and provide the services necessary to help them quickly regain stability in permanent housing.

Grantees are generally selected through a competitive process and provide such services as homeless outreach, shelter for families and victims of domestic violence, and rental assistance.

Funded Projects for FY 2015-16 
Service Provider  Project Name   Funding   
Bill Wilson Center Supportive Services and Rapid Rehousing  $440,000 The project provides services and support to homeless clients in need of permanent housing. Services include shelter, case management, deposit and rental support, as well as housing search and location assistance.
County of Santa Clara, Office of Supportive Housing HMIS $120,000 The project supports the use of the Homeless Management Information System (HMIS), including software licensing, user training, data quality monitoring, reporting, regular maintenance and upgrades. HMIS SCC allows service providers to better coordinate client services and collect uniform data without duplication of technology, expense, or expertise.
PATH (People Assisting The Homeless) Strategic Street Outreach Program  $260,000 The program includes a dedicated community outreach and mobile case management team in downtown San Jose, Services include engagement and assessment, case management, and permanent housing location, placement, and retention activities.
