February 1. New Hours! We are opening earlier. To help our customers, beginning February 1 we are opening earlier:

the Permit Center now opens at 8:00 a.m.

Wednesdays we open at 9:00 a.m.

Creating and maintaining a safe, healthy, attractive, and vibrant place to live, work, and play in San José is the mission of the Department of Planning, Building and Code Enforcement (PBCE). We work closely with the community and City Council to achieve this mission within the context of applicable regulations.

Planning Official Steve McHarris oversees the Planning Division, which is responsible for updating and implementing San José’s General Plan; reviewing development proposals for zoning and environmental compliance and obtaining public input; and administering a variety of programs. Chief Building Official Chu Chang oversees the Building Division, which conducts plan reviews, issues building permits, and inspects projects for building code compliance. We offer a range of permit services tailored to homeowners, small businesses, and corporations, including online permits at Call or visit the Permit Center for a no-cost consultation on what you need to do to get a building permit. We also provide a free estimate of permit fees for your project.

Code Enforcement
Code Enforcement Official Diane Buchanan oversees the Code Enforcement Division, which manages a range of programs to ensure compliance with housing and neighborhood health, building and zoning codes.
