February 1. New Hours! We are opening earlier. To help our customers, beginning February 1 we are opening earlier:

the Permit Center now opens at 8:00 a.m.

Wednesdays we open at 9:00 a.m.

San José is committed to creating and maintaining a safe, healthy, attractive, and vibrant place to live, work, and play – and that is the mission of the Department of Planning, Building and Code Enforcement (PBCE). PBCE staff work closely with the City Council and the community to achieve this mission in a manner that reflects community values and within the context of applicable laws and regulations.

Planning Official Steve McHarris oversees the Planning Division, which is responsible for updating and implementing San José’s General Plan; reviewing development proposals and hosting related public input meetings; and administering programs that range from historic landmark preservation to tree removal permits and more.

Chief Building Official Chu Chang oversees the Building Division, which has the key functions of providing plan reviews, issuing building permits, and inspecting projects for building code compliance. The division offers no-cost consultations by phone or at the Permit Center and a range of permit services tailored to homeowners, small businesses, and corporations.

Code Enforcement
Code Enforcement Official Diane Buchanan oversees the Code Enforcement Division, which manages more than a dozen programs that address blight, abandoned vehicles, proactive inspection of multiple unit buildings, violations of building codes and the zoning ordinance, and more.
