Sign Code Update
Background Staff Reports

Billboards Photo Inventory
In 1985, the City Council adopted an ordinance banning new billboards in San José. Since that time, new billboards have not been allowed except through a relocation process for existing, legal nonconforming billboards. As part of the Sign Code Update, staff looked closely at the issue of billboards, and prepared the following photo inventory (in PowerPoint) of select City Council Districts, as well as performed a review of billboards in two specific San José census tracts.

Visual Preference Internet Survey
The goals of this survey research project were to assess residents’ reactions to a variety of signs and sign locations to provide input to the update of the City’s Sign Ordinance. This was primarily achieved by showing survey respondents online images of existing or mocked-up billboards and other signs and asking them to express their reactions to each image.
