Downtown Parking Board
Board Duties
Our mission statement is to "create and maintain a downtown public parking system that provides available and accessible parking."
The Downtown Parking Board:
- Is comprised of seven members, each serving a four year term.
- Serves as a public forum for the discussion of downtown parking issues.
- We review, evaluate, and make recommendations to the City Council regarding the City's downtown parking programs, the health and financial stability of the parking fund, and the use of parking revenues.
- We also review and makes recommendations on downtown parking needs; including the expansion, addition or improvement of parking facilities, programs and parking operations.
The City Council is the final decision making body of the City, and the board acts on all matters referred to it by the council.
Meetings
- Board members spend approximately five hours per quarter preparing for and attending meetings.
- The board meets on the first Wednesday of August, October, February and May, at 10:00 a.m., unless otherwise posted on this webpage.
- If necessary, the board may also meet in December and/or June.

Board Member Qualifications
The Downtown Parking Board has seven members and each member serves a four year term.
The board consists of representatives from the following:
- A Downtown Business Association
- An owner or representative of an owner of a private off-street parking facility located downtown
- A representative from San José State University
- A downtown resident
- A member of an organization representing downtown arts and/or special events
- Two at large individuals with expertise in business and/or finance.
Members can:
- Review annual capital and operating budgets
- Award consultant and vendor contracts,
- Review marketing of downtown parking programs,
- Make recommendations on parking rates, supply and demand
- Make recommendations on improvements of parking facilities and operations.
The City Council is the final decision making body of the City, and the board acts on all matters referred to it by the council.
Political Reform Act of 1974
The Conflict of Interests Section of the Political Reform Act applies to the board; however, board members are not required to file a Statement of Economic Interest.
Appointment
Members are appointed to the board upon the mayor's recommendation to the City Council and the City Council's approval of such recommendation.
Attendance
Board members are expected to attend all Downtown Parking Board meetings. San José Municipal Code Section 2.08.060 specifies that a member, who has unexcused absences from any three consecutive regular meetings, or 20% of the meetings in a calendar year, is deemed to have resigned from the board.
