2013 - Arbitration

Pursuant to City Charter Section 1111, the City and the San Jose Police Officers' Association (POA) will be holding the first hearings under revisions to the City Charter by Measure V, which was approved by San Jose voters on November 2, 2010.

San Jose voters approved Measure V in November 2010, which amended the City Charter with regard to binding interest arbitration between the City of San Jose and bargaining organizations representing public safety employees to be conducted in public sessions.  The upcoming sessions are the first under the revised Charter.

Arbitration Decision


Per the City's July 3rd letter to the POA:

"Here are the key elements of the City's proposal:

  Term:                       2 years

  Wages:                     2.5% wage increase in the first year
                                   2.5% wage increase in the second year.  This will stop 
                                   prospectively if $20 million in savings used to fund this increase 
                                   is not realized
                                   4% non-pensionable retention bonus in the second year.

  Sick Leave Payout:   Previous proposals from the City had eliminated sick leave 
                                   payout. The City is now proposing for current employees to 
                                   freeze the hourly rate and sick leave hours available for payout.

The City believes this proposal recognizes the valuable services provided by our police
officers while acknowledging the financial challenges that the City has faced over the last
several years.  The City's offer remains on the table until a final and binding arbitration

2013 Arbitration - Second Tier Retirement Benefits for New Employees

The arbitration proceedings scheduled for Friday, April 26th, and Monday, April 29th, have been cancelled as the City and the POA have reached an agreement.  However, the Arbitration Board convened at 9:30 a.m. on Friday, April 26th, to sign the stipulated award.  For additional information, please click here.
