Annual Review Process
Pursuant to Policy IP-3.1 in the Envision San José 2040 General Plan, the City holds one Annual Review hearing per year for the Planning Commission and City Council to review and consider privately-initiated amendments to the General Plan. The Annual Review is used to understand the comprehensive impacts of all proposed General Plan Amendments on traffic, the environment, job growth, housing supply, and the City’s fiscal health, among other topics. General Plan Annual Review hearings are tentatively set to go to the Planning Commission by September and City Council by November of each year. Therefore, filing deadlines for General Plan Amendment applications must adhere to the processing schedule and filing deadlines below. 

2017 GENERAL PLAN ANNUAL REVIEW: PROCESSING SCHEDULE

General Plan Amendment requests for the 2017 General Plan Annual Review should be submitted with a completed application and appropriate environmental documents -- most typically an Initial Study or Environmental Impact Report -- by 5:00 pm on the following dates:

 Filing Deadline  Environmental Clearance (CEQA)
 With Admin Draft EIR by November 4, 2016  Environmental Impact Report
 With Draft IS by March 10, 2017  Negative Declaration

2016 General Plan Annual Performance Review

On November 15, 2016, City Council accepted the Envision San Jose 2040 General Plan 2016 Annual Performance Review. The report provides an update on the City's progress in achieving Major Strategies identified in the General Plan.
