Annual Review Process
Pursuant to Policy IP-3.1 in the Envision San José 2040 General Plan, the City holds one Annual Review hearing per year for the Planning Commission and City Council to review and consider privately-initiated amendments to the General Plan. The Annual Review is used to understand the comprehensive impacts of all proposed General Plan Amendments on traffic, the environment, job growth, housing supply, and the City’s fiscal health, among other topics. General Plan Annual Review hearings are tentatively set to go to the Planning Commission by September and City Council by November of each year. Therefore, filing deadlines for General Plan Amendment applications must adhere to the processing schedule and filing deadlines below.

should be submitted with a completed application and appropriate environmental documents -- most typically an Initial Study or Environmental Impact Report -- to the attention of Jared Hart, Supervising Planner, by 5:00 pm on the following dates:
