In its key role as a protector of both public and environmental health, the Facility must meet the strict requirements of more than 18 federal, 13 state, and four regional regulations for treated water discharge, use of recycled water, disposal of biosolids, air emissions, safety requirements, and land use controls.

The Facility’s permit to treat and discharge wastewater into the San Francisco Bay is regulated by the National Pollutant Discharge Elimination System (NPDES), administered by the federal Environmental Protection Agency. Each year the Facility prepares a detailed Annual Self-Monitoring Report to maintain its permit and satisfy federal, state, and regional requirements. The report contains detailed information on flows, effluent, biosolids, water quality, capital projects, environmental and ecosystems health, fish and wildlife status, personnel, and many other topics.

The Facility is also required to prepare additional reports on topics as varied as industrial user pretreatment compliance, avian botulism, marsh studies, and regional environmental regulations compliance.
