Ingrid Holguin, Chief Education Officer

Ingrid Holguin joined the Office of the Mayor of San Jose, Sam Liccardo as Policy Advisor for Strategic Partnerships in early 2015. Ingrid has over 20 years of experience working on issues of economic and community development with a passion for building financial capabilities for individuals and institutions. Most recently she was Director of Savings Programs for Opportunity Fund, a San Jose-headquartered Community Development Financial Institution. As a consultant for over ten years and prior work as Program Officer for the Ford Foundation in Mexico City, working in Mexico and Central America, her work has included philanthropy, impact investing, strategic planning, evaluation and program design. Ms. Holguin holds an MBA from the University of California – Berkeley, Walter A. Haas School of Business and a B.A. in Economics and Management from Ball State University. She speaks fluent Spanish, lives in San Jose with her husband and teenage daughter and is proud mother of an AmeriCorps VISTA Teaching Fellow at an East San Jose middle school extended learning program.
