The project proposes to demolish the existing structures and construct 97 one and two bedroom attached residential units and up to 1,000 square feet of community-serving retail/commercial space in a single four-story building on the 1.25-acre site. There would be an open, landscaped plaza at street level on the North 7th Street side of the site, and a lobby, leasing offices and lounge area provided on the ground floor of the building. The units on the first floor would have direct access from Empire and North 7th Streets. An open courtyard and amenities area, including a 900 square foot fitness room, would be located on the second floor, and roof and pool decks are proposed on the fourth floor. The typical building height is 50 feet, with a maximum height of 56 feet at the stair and elevator towers. Landscaping would surround the building along the street frontages, and common open areas would be located at the southwest and northeast areas of the site. Private balconies would be provided for each unit on the second, third and fourth floors. Parking would be provided beneath the building at ground level and extending one level below ground.
