San José-Santa Clara Clean Water Financing Authority (CWFA)
The San José – Santa Clara Clean Water Financing Authority (CWFA), is a joint powers authority that was created under the California Government Code (Articles 1, 2 and 4 of Chapter 5 of Division 7 of Title 1) pursuant to the Joint Exercise of Powers Agreement dated as of March 1, 1981, as amended and restated, between the City of San José and the City of Santa Clara . CWFA’s purpose is to acquire and construct any additions and improvements to the existing wastewater treatment plant and related facilities jointly owned by the City of San José and the City of Santa Clara. CWFA is staffed by the City of San José.
Regular quarterly CWFA Board Meetings are scheduled for every second Thursday of February, May, August and November at 4:00 PM. Meetings are held at San José City Hall, 200 East Santa Clara Street, San José, California, in Room 1352, or such other place designated by the Board. At least one quarterly meeting needs to be held in per calendar year. Any meeting that does not fall on the regularly scheduled date is considered a “Special Board Meeting”.
The CWFA Board is comprised of five members. Two Board members are appointed by the City of Santa Clara and three Board members are appointed by the City of San José. A quorum is needed to hold a Board meeting. With 5 board members, a quorum is 3 board members.
