The Communications Hill project site is generally located on the prominent hilly area between Highway 87 and Monterey Road/Union Pacific Railroad tracks, northerly of Hillsdale Avenue and southeasterly of Curtner Avenue in City Council District 7 south of Downtown San Jose.

Background Information

The entire project is a mixed use development for up to 2,200 residential units (single-family and multi-family), up to 67,500 square feet of commercial/retail uses, 55 acres of industrial park uses, public parks, open space, trails, streets, stormwater facilities, and other associated supporting infrastructure on approximately 332 gross acres, as allowed within the Communications Hill Specific Plan Area. The 
Communications Hill Specific Plan was adopted by the San Jose City Council in 1992, and has been subsequently amended numerous times. The Specific Plan is included in the Envision San José 2040 General Plan, as well as other guiding policy documents.

The Annexation of the project site,
Communications Hill No. 1, was approved by the City Council on December 9, 2014. The annexation was initiated on September 30, 2014 by Council Resolution No. 77170.

Planned Development Zoning File No. 
PDC13-009 was approved by the City Council on October 21, 2014 (Agenda Item 11.2) by Ordinance No. 29503. 

The General Plan Amendment and Communications Hill Specific Plan (CHSP) Text Amendments, File No. GP/GPT13-002 and the CHSP Area Development Policy were approved by the Council on September 30, 2014 as part of the 2014 Annual Review (see Resolution No. 77173).

The Planning Commission held a public hearing on the Subsequent EIR, General Plan amendment, Area Development Policy and Planned Development project on September 10, 2014.  Planning Commission Staff Report
